Excellent question! You are able to move heroes with binding contracts when Ariel is in play. If you weren't able to move heroes with binding contracts, you would never be able to defeat Ariel! There is actually a reprint of Ariel's card that specifies that Ursula can't use the move an item or ally action, so if you have that card, you'll use her accordingly, but in this case, think of her as blocking that specific action, but only for items, not allies.
