  • Many vehicles were apprehended by MMDA for speeding on Commonwealth yesterday.
    Before, MMDA would send the citation in the mail, but because of the TRO against non-contact apprehensions, they’re now physically apprehending down drivers.
    Most drivers immediately stopped for enforcers, but some made things more difficult.
    Multiple MMDA big bikes were on standby to give chase to any driver that refused to stop.
    Many of these enforcers were previously assigned to EDSA, under Edison Bong Nebrija , and are used to dealing with high speed situations. Although there’s still a lot of danger involved.
    Despite what some people continue to claim, MMDA enforcers do NOT earn any commission on tickets. They have a fixed salary, whether they apprehend 1 driver, or 100 drivers.

    The NCAP is okay, what's not okay is the removal of the metered numbers on traffic lights.

      Until now, I don't know why some LGUs (especially one in particular) is so addicted to hanging around the traffic lights, waiting for someone to pass as it turns yellow.
      That's not an issue with MMDA. They already know there's a LOT of serious violators out there. There's no need to wait time on petty technicalities or those situations where it's obviously safer to pass through the yellow than to do an emergency stop and get hit by the truck that's tailgating behind.
      If the MMDA can implement the "smart city" or "adaptive lights" with timers, that would be better. I agree.
      But if the timing between colors and the vehicle sensors are actually configured properly, the countdown timer really wont be that important anymore.
      Nearly all of the NCAP complaints were against LGUs, not against MMDA. In fact MMDA weren't even listed as a respondent in the case. It was filed against 5 LGUs.
      MMDA have been using their NCAP for several years and barely received any complaints because they know how to use it properly.
      For example, if you see a lot of people passing through a red light, you turn the camera and see why.. oh there's an enforcer pulling them through because there's an ambulance that's coming.

    Ironically those cops walking around the multi lane highway to stop 'speeders' with their bodies have a higher likelihood of causing an accident than going 70kph

      Yeah it defeats the purpose. I would be confused if someone suddenly appears in the middle of the highway to apprehend the vehicle next to me.

      They are not cops. They are what we call “Traffic Enforcers”. Because they enforce traffic laws.

    Good Job MMDA and Thank you Gadget addict for this video. There's a lot of motorcycle riders doing 90-100kph in commonwealth during midnight. So that's why there's a lot of accident.

    Advise Bong to take a look at Buendia Taft north bound. Those etrikes/trycycle making uturns on a wrong lane but not being apprehended by the enforcers.

    Flagging a speeding car in that manner is unsafe for both enforcers and drivers. It's an accident waiting to happen.

      You'd still get the proof even if it was non-contact. Because you'd be sent a copy of the speed gun results, including a picture.

      @@GadgetAddict Not true, I was penalized for ncap last 2020 car registration renewal for 2018 ncap violation and complained to MMDA that 2019 has passed and already had my car registered. How come it was only released on 2020 and skipped 2019, I went back and forth to MDA head office in Mandaluyong for appeal, it was time consuming and exhausting and told me that their system was down and can’t provide me a copy or picture of actual violation. I checked the date of penalty and my 2018 daily journal and i haven’t driven my car on the day of violation and why there’s a record of my vehicle on EDSA. In short, i just paid the penalty just to avoid the hassle and finish my registration. NCAP system should be properly ironed out first before being implemented to avoid burden of proof and hassle of appeal.

    When I was in Korea 2010 you cannot find any traffic enforcer on the road. No contact is in effect and it works perfectly.

      Korea is built for modern traffic thanks to the abundance of US aid after the Korean war which aims to make it a friendly modern cosmopolitan right on China's backyard, same with Japan. Manila and the rest of the Philippines was urbanized in the 1920s-1940s or way earlier during the Spanish period making 21st century modernization far more difficult espescially for a post-colonial government managing a post-colonial culture. You can't really compare countries with different historical and cultural developments, most of our problems are historically rooted and needs a different set of solutions, we're not gonna become Singapore, Korea or Japan 2.0, we can only be Philippines 2.0 that's what people need to understand.

    Wouldn’t it be safer if they have a motorcycle officer way in the front, relay the info of speeding vehicle, then it can chase it down?

      From what I heard in the last video, there are multiple officers on motorcycles in the front incase they fail to flag the vehicle down.

      They had many big bikes on standy. You can see one of them catch up with the blue car.
      But those enforcers are used to special operations like this, especially because many of them came from EDSA.
      So they know that if you don't really try everything you can, some drivers will escape.
      It's dangerous, but there's no other option because of the temporary retraining order against non-contact apprehension.

    Many countries if you don’t give your license it is considered obstruction of an officer and your immediately arrested aNd the vehicle is towed. Prevents the wasting of officers time and allows them to readily address other drivers breaking the law.

    What is the speed allowance above 60 km/h before determining the vehicle is to be flagged down for overspeeding? A lot of cars do not have accurate speedometers and varies per manufacturer, tire/wheel size modifications, etc.

      It's not Bongs decision, he's simply explaining about the adaptive traffic lights, because no one else is informing the public about what's happening and why.
      The truth is, every day I see people blowing through red lights, with or without timers. Especially motorcycle riders,tricycles and jeepneys.
      Many of them just don't care if it's red, or even if the road is one-way and they're Counterflowing.
      So I don't have faith in everyone that's complaining about timers being removed.
      But yes, I personally find the timers to be helpful, when properly configured.

    Why no signage for ncap? If driver see ur radar camer, they try to put breaker for reducing speed and possible to accident with behind car.

      Because of the temporary restraining order against non-contact apprehensions, the MMDA have to either stop enforcing speed limits, or catch the drivers on the road.
      Many of these enforcers came from EDSA, so they know the reality of giving someone any space to escape.
      It was safer before, when they could just mail the citation to the registered owner of the vehicle.

    What is the posted speed limit for Commonwealth Ave?
    Sadly, in much of my driving I have seen very few "posted" speed limit signage in NCR areas and even less out on province roads.

      The speed limit is 60 KPH.
      If you've driven on Commonwealth, you'll know there's a LOT of signs.
      You'll see them beside the road and attached to the footbridges in the middle.

    I think “speeding “ is enoug not over speeding.
    It’s dangerous what mmda is doing. They can cause accident attempting to flag speeders. HPG should chase the speeder.

      Although MMDA were never included as a respondent in the case, the Supreme Court said their temporary restraining order also applies to MMDA.
      So non-contact apprehensions are paused for the MMDA.

    I agree sa NCAP. Daming naabala sa ganyan manual apprehension. Delikado pa sa buhay ng mga enforcer. Pero dapat itaas sa 80kph ang speed limit.

    I'm ok with ncap, but it should not be a profit orienten system. I saw one video questioning the apprehension and they told the complainant not to take video because it's a private company. so how is that?

      That wasn't the MMDA.
      That's the problem, people keep confusing the new LGU NCAP with the MMDA.
      MMDA have been doing their NCAP for several years, with barely any complaints.

    Is there a speed allowance given before they pull over a vehicle? In the US we’re given about 10mph beyond the limit before getting pulled over.

      Yes, it's a very fair allowance. I'm just hesitant to say what it is, because people might treat it as the new speed limit 🙈
      The speed limit on that road is 60.

      No such thing as an allowance in the U.S. It depends on the police officer. I’ve seen people get ticketed for going 5 mph over the limit.

      @@ramnivdc7051 I've driven Commonwealth from Quezon Circle to Batasan and in my experience there were no slopes there steep enough for my vehicle to accelerate 10 more kph. The only places that had that happen to me are on mountain roads like Antipolo or Baguio.

      It depends what state you live in, but most of the time radar gun loses in court cause it's not that accurate when it's windy. But man I'm glad Philippines is moving forward man, just hope our kabayans want the same change as we all do.

    My uncle and many company men like him simply own more cars to overcome coding. It's cheaper to get stopped for a 500 peso ticket than own more cars, but the time it takes to get pulled over and issued a ticket on a daily basis more than compensates it's for them, where time is money. Kinda of defeats the purpose of coding in the first place.

      The speed limit on that road, Commonwealth, is 60 KPH.
      There are many overhead signs and also signs by the side of the road.

    They should give a bit more allowance on the speed limit. If it's just 5 kph or so above the limit and the motorist is not causing any problems or impeding traffic flow, common sense would be to just let it go.

    Sa ibang bansa may allowance na 20kph kung ang speed limit is 60 pede pa ang 80 bago mag flash ang camera whether highway or interior

      It varies per country. 20 KPH is actually more generous than most countries.
      MMDA are also giving a very fair allowance, but not as high as 20 KPH.
      The speed limit on that road is 60.

    So the speed limit on this big highway is approximately 35mph and they’re pulling people over for doing approximately 45mph

      The speed limit is “absolute” these people do not understand the concept of “tolerance”. If a vehicle doing 45kph is being overtaken the overtaking vehicle has to speed up greater than 45kph.
      I wonder if they actually did some training on the use of a speed radar gun? How often they calibrate their equipment? Application of “tolerance”? This is just so primitive

    Why is the speed limit there 60kph? Why can some highways allow cars to do 80 or more while this cannot, is it not wide enough? I've been driving on major highways here in PH for decades, people always complain of heavy traffic but they don't care to even drive at the speed limit, even on a lazy Sunday. We really can't have fast-moving traffic if we set 60kph limits on a road like Commonwealth Ave. And if the issue is 'safety' well, there's a motorcycle limiter lane (not being implemented), a no-jaywalking law (is this even being implemented), and what else? What else needs to be done to break that measly limit?
    If we can just get strict enough with licensing to only 'allow' truly roadworthy drivers to ply our roads... But so few truly care enough.

      This road is commonly referred to as the killer highway of the Philippines.
      It's wide but there are other factors like the u-turn slots, the zipper lanes, MRT construction, loading and unloading of public transport, all the residential and commercial properties beside the road, the many side streets that connect to the highway etc etc.
      It's not as straight forward as an expressway like NLEX for example.

      @@religionbuster7180 Trust me, I used to do 80kph there easy. Medyo matagal din akong nagmaneho sa Commonwealth. Mas maluwag pa nga kalsada dyan kesa EDSA eh. As far as I know (but what do I know right), ang pinaka issue dyan eh yung mga namamatay na nagmomotor na naaaksidente, at yung mga namamatay na jaywalkers.
      Samantalang hanggang ngayon, ang labo pa rin ng mga linya ng lane, ang labo ng kung saan ang mga U-turn slot na pwede naman maiwasan ng maaga, ang lenient pa rin sa mga public utility vehicles na pabigla biglang naglalabas pasok sa outer lane at nagkukumpulan hanggang ngayon at sumasakop ng more than two lanes pa nga rin.
      Kaya ko tinanong kung bakit ang solusyon agad eh pabagalin ang traffic.
      Kung gusto nila walang mamatay then why not 50kph, why not 40. May algorithm kaya sila about the death-to-speed ratio na ginagamit? Science-based ba ang mga decisions katulad niyan o trip trip lang

    Dangerous for the enforcer to be in the middle of the road. Read road signs drivers. Most signages, I see there are sponsored, so drivers won't take them seriously, doesn't look official government sign.

      The sponsored signs you see are on the inner roads, placed by the LGU.
      The signs on Commonwealth are placed by MMDA, they follow international standards and there's no ads.
      There's a LOT of speed limit signs on Commonwealth, it's impossible not to see them.

    Hopefully like in UK CCTV be implemented monitored drivers violating rules and just issue/ ticket mail if not paid within a period then it increases the amount hay old fashion Philippines. Big sign posts be put up and warning signs especially streets with pedestrians be strictly implemented to slow down

      That's how it was before. But it's not allowed now because the Supreme Court issued a temporary restraining order against non-contact apprehensions.
      Now they MUST catch the driver on the road, otherwise they cannot penalize them.

      60. There's overhead signs on most of the footbridges. And there's signs beside the road.

    Eventually, that enforcer standing in the middle of the road will have or create an accident. Some cars wont be able to stop immediately. Crashes will occur in due time. Gadget Addict commented from a previous comment that the MMDA Enforcers are already hardenned by their Edsa stint, but how about the drivers? Their will be a few who will not anticipate a sudden brake from a car in front of them.

    Matagal na ganyan ginagawa sa davao kaya doon kahit matraffic din ay kalmado lang mga drivers dahil alam nila anytime of the day ay pwede silang maysambahan ng enforcer namay speed gun. Kahit sunday o holiday may speed gun group ma umiikot sa mga most unexpected roads. 😂😢😮😅❤

    I find it very dangerous for the enforcers to block the road like in the first clip, would be nice if they just get onto their bike and chase the violator with lights on instead

      They had big bikes on standby. You can see one that chased the blue car.
      But many of these enforcers came from EDSA. They already know that if you give a driver even one inch of space, they really might find a way to escape, even if you chase them.
      So they're more willing to go to extra lengths to stop a driver.
      I can tell you that every day there are a LOT of riders and drivers that refuse to stop and run from enforcers. They know that a single fixed-post enforcer doesn't have much chance of being able to catch them.
      And now there's a TRO against non-contact apprehensions, they can't even write the ticket to the plate number or use the CCTV footage to issue the ticket.

    Napaka behind talaga ng pinas pag dating sa ganyan, dito sa ksa no need na ng mga enforcer. May mga camera na sa gilid at nakita na overspeeding ka matic may fine ka na. No need na harangin or habuli mo pa yung sasakyan para tikitan.

      Before, they'd send the citation in the mail. But the Supreme Court said the temporary retraining order against non-contact apprehensions is also valid against MMDA, so they have to respect that.
      I don't even know if MMDA could appeal or fight for their corner, because they were never listed as a respondent in the case.

    Next time po sana yung mga Linya naman ang ma-implement, kawawa naman po yugn mga nag pintura ng mga lane na yan kung hinde naman po magagamit ng tama (nasa batas po yang mga lane na yan at #1 pong legit yan) ang kaso hindi din po iniintinde ng mga nagbabantay, ayan po ang dahilan minsan ng traffic, instead po na nasa lane lang at hindi nag aagawan smooth lang po sana ang flow ng mga sasakyan, ang kaso po eh kaliwa dito, kanan dito, hanggang sa ma occupy na ang mga lanes, yung 4 lanes nagiging 7 lanes tapos pag dating sa dulo masikip, isa isang nag sisingitan, like sa area po ng commonwealth, sa cctv pa lang po makikita na ang problema, sana may mata ang nagbabantay ng mga cctv, kung antukin lang din po ang nagbabantay at walang pakialam, ganyan po mangyayare, trapik talaga at hindi na ma-monitor ang possible na mga threat sa kalsada...

    They really need to find a way to safely stop the speeding. They are risking their lives and accidents from drivers not paying attention. There is no way I would be standing out in that traffic.

      No need to stop them if they had a proper registration system in the first place. Issue a ticket against the registered keeper. Fines/ de-merit points to be addressed upon re-registering. If registration is expired and is picked up by smart cameras in police cars then the vehicle should be seized and crushed.
