Until they raise the fines astronomically for the second infraction and even more for the third or fourth, this will continue. Additionally, smaller quicker wheel lift trucks should be used exclusively for snatching the cars and taking them to an area where they can be later towed away to impound. The only things that is happening now is you’re making jobs for the enforcers.
Most of what you see then ticketing and towing is overnight residential parking. While I think some businesses should be required to have off-street parking, I don't think it always makes sense. Consider a small bakery for example, with most of their buyers being pedestrians. Would it be reasonable to force them to have parking spaces for cars? 🤷 For me, if there's a business that you want to visit, but they don't have a parking space for you, try a competitor that does have a parking space.

Humans are creative so if you prohibit parking infront, they will go to the nearest residential street, park there, then walk to the store. Hence the complaints of residents. Additional 50k + cancellation of license if they try to run over thru apprehension. subject for towing. (another violation) 300k for colorum, subject for towing + cancellation of drivers license 3rd violation for a month will be subjected for towing, confiscated license and 50k penalty + to take educational session for driving, proper ethics, dress code and examination. 2 day process. :)) Violations are waved every month. Enforcers must have video camera with clear image and sound when apprehending otherwise the violation is invalid and possible to get fired if proper evidence will be produce by the driver. Videos of apprehension will be send by the agencie's official email to the driver with violation for their review.

Its time for a dedicated bus lane that is separate from traffic. Retrofit tunnels so it can accommodate more traffic or just put an elevated edsa just like the multi-story bridges in Los Angeles. It would be cheaper than moving the businesses along edsa.

I do not understand the logic of the bus lane. Its plying the same route as the MRT. Ive seen these buses not full. How many buses use this lane? In the video, seems like its just 4-5 in a minute. The buses used to have two exclusive lanes on EDSA (the outer lanes). When the busway was created, they were limited to just one lane. So actually the private cars and motorcycles were given another lane upon the creation of this exclusive bus lane. They didn't lose lane. The MRT was terrible before. It was always breaking down and the trains were really slow. The DOTr managed to rehabilitate it, and get the trains back to their maximum allowed speed, add more units during peak hours, improve reliability etc. etc. But during rush hour, the volume of commuters can still overwhelm what the trains can handle. That's why the buses are still moving a lot of commuters. The volume of vehicles during rush hour is simply far beyond what EDSA can handle. Even if you build more roads, people just buy more cars. So one of the best ways to reduce the volume of vehicles is to make public transport better - for example, the EDSA busway project. Aside from improving public transport, you can also see that the MMDA have clearing operations every day, to remove illegally parked vehicles from the alternative routes - so people don't feel the need to always use EDSA. Of course there's other things you can do to help keep people moving on EDSA, like managing the splits, pulling the traffic etc.

There is a fine. The enforcer just has to add “apprehended after a long chase”. And it adds ₱500 to the original violation.

These enforcement operations have resulted in a significant reduction in the number of drivers or riders abusing the bus lane.
