Being American, you probably do not realise the significance of the 'Division Bell'. In the UK Parliament, once a debate is finished and a vote is to be taken, they ring a bell that sounds throughout the building. It is a signal that every MP has to make their way to the Division Lobbies to register their vote on the matter in hand. When they hear the Division Bell they have to make up their minds which way to vote, and after that there is no going back. It is used as a metaphor in this song for those moments in your life when you decide to go one way rather than another.

Nobody does meloncholy like David Gilmour. His voice was the perfect expression of Floyd's often dark sometimes sorrowful material. The last line of the song of this their last vocal studio album is "the endless river" which would become the title of their very last album, a collection of sorts of previously unreleased instrumental studio material. Btw, Floyd was around since the 60s.

The Division Bell was their second album without Roger Waters. At the time, Gilmour, Wright and Mason did a bunch of jam sessions to create material for a new album. They originally thought of doing the Division Bell material as disk 1 of a double album and then having an instrumental disk 2. What was going to be the instrumental disk 2 material was shelved and they released the Division Bell, which ended with High Hopes.
Twenty years later, after Rick Wright had passed away, Gilmour decided to release The Endless River, the final Floyd album. This would consist of the best material from those jam sessions that would have been disk 2. He added one new song at the end to cap it off. This last song is the only piece of music with lyrics on the album.
The title Division Bell came from the author Douglas Adams, after he had heard the unreleased album. He was at a charity event with Gilmour and suggested it as a title to Gilmour. Gilmour liked it and the phrase 'Division Bell' was already referenced in High Hopes, so it made sense. The Division Bell is a what is used to call the parliament in England to a vote. Upon the ringing, the people line up on opposite sides to demonstrate their opposition or support of legislation etc. In this album, it becomes the symbol of people being divided by various aspects of life and ideology.
As good as this version of High Hopes is, I feel that Gilmour's version from his Live at Pompeii concert is the saddest and best version. He is performing it at age 70 and you can truly see the depth of emotion as the theme of the song has only grown more emotionally intense over the past 20+ year. I know you don't want to repeat content for reactions, but you should make an exception in this case. That version is the most emotional performance of a Floyd song I've ever seen. Especially the outro solo.
    Check it out here: ua-cam.com/video/-xveqYrKJTE/v-deo.html

@Brian Seeley I totally agree with you in regards as to Pompeii live version and the outro. Our fathers and grandfathers used to look back to their childhood and remember how hard they had it. You know... "When I was your age we didn't have Christmas tree stands, we had to take turns holding the tree up!" (name that reference). Now we look back to our childhood and we remember how good we had it. When our parents were growing up, life was getting better and better. And while we were growing up life was getting worse and worse. The past is something we all should learn from. If we don't how can we ever change the future?

A division bell is a bell rung in or around a parliament to signal a division (a vote) to members of the relevant chamber so that they may take part.
They may also be used to signal the start or end of parliamentary proceedings, and often produce different sounds or coloured lights to identify the chamber affected.
The bells are used in the immediate neighbourhood of the Palace of Westminster (which houses Parliament) to signal that a division is occurring and that members of the House of Commons or of the House of Lords have eight minutes to get to their chosen division lobby to vote for or against the resolution. The call for a division is also displayed on annunciator screens throughout the Palace of Westminster.
The division bells are also sounded at the start of a daily sitting, at the end of the two-minute prayers that start each day, and when the house rises.
Division bells have been used in this way in the United Kingdom for over 150 years.

When you are 60 this song becomes more valuable, as now you have your lifetime to remember. The funny thing is that you will still cherish those times when you were 5 or 6 and the summer memories will always be with you to be recovered and bring the same warmth back to you. I am about to turn 61.... I had the luxury to be there during the 1960s and onward. Magic always stays with you. I got to watch my kids grow and live with them through their summers. I am now surrounded by young families and get to relive these times over again and again with each new generation. You never forget! It is wonderful. When the neighbor’s kids offer you a frozen ice in the plastic sleeve... you are right there again. That little kid you once were never leaves your mind.... you just need to be open to the experience again and part of you will be.5 years old.
