The place I worked at a few years ago was 30 ft above the river. When we flooded it was 8ft up the walls. It took 6 months to get on top of the damage. You have my simpathy.

Really sorry to see this Adam. Councils and Highways agencies are utterly useless. Keep your chin up, it'll dry out eventually.

I was meant to type this yesterday, oy remember when you watching your next wheelhorse video.
The legal standing of any watercourse (ie drainage ditch) that is no covered by the environment agency, is down to the land owner of any ditch, watercourse, or drain to maintain. Any damage caused by flooding that can be attributed to the lack of maintenance or incorrect maintenance can be claimed off the owner of said water course.
If the culvert pipe you mentioned is under a private road, the council will no do anything unless it is likely to course damage to infrastructure they are responsible for. However if it is a council owned road, you can open a case for compensation from the local authority (is Norfolk County Council Highways Department) for flood damage occurring from neglect of a water course.
If there is a water course/drain/ditch that runs adjacent, but not on, your property, you have a duty of care to obstruct the free flow of water, and report or remove any debris or blockage that occurs. The times I he seen people dumping garden waste into a ditch then wonder why things then flood.
We just been through all this with a friend who lives near Needham Market in Suffolk, where the ditch had not been maintained. SCC Highways got involved following damage to their property, but at a press conference sad that the lack of drainage in the Needham Market area played no part in the recent flooding, which is BS and a loophole
for them noo have to compensate.
I was waiting for another one of your underwater videos filmed on location at Man Cave HQ.

Ca Bugeurre! As we used to say.....
Now that's what our yard is like about once in ten years, or at least an acre and half of it, and it's no joke. Generators are the things that suffer most, so if you can, I'd get them up off the ground. I can't even suggest using a pump, as we would do, because you haven't even got anywhere to pump it to, and there's just so much of it.
C'est un grande Bugeurre..... Oh, and look look out for the methane farting bugs that release inflammable gas when you paddle in the water.... Now that can be fun if you have a means to ignite the bubbles, and the gas is in sufficient quantities and quality!

i am sorry to see this! water makes its way into every little nook and cranny given half the chance.
if your council is anything like ours they,ll kick it from pillar to post until someone threatens legal action. the ditch will be the farmer/land owner's responsibility if its in their field and usually theres some sort of agreement between them and the council to maintain the waterway.
if its just a matter of a blocked culvert it might be quicker to grab a garden fork and do it yourself before you start loosing your collection to mother nature..

I was thinking the same. Put the arms together to find a way to clear that clogged drain-tube.
      Maybe using a tractor plus a pressure-tank?
