Adam! You will have to re visit your fuel tank! You trapped the fuel line under the tank that's why the strap was hard to do up, the fuel line routes under the bracket and out that gap between the cylinder head and the bracket then across the front of the head to the carb, it can be a bugger to get the tank outlet past the bracket.
That 1980 to 1981 8 HP Briggs and Stratton engine electric starter is supposed to have A return spring on the around that twisted spiral shaft of it. For the starter gear that is called A return tension spring for A reason Norm. It is supposed to have one from the factory on that style of electric starter motor. The newer electric starters have the small springs on to of the gears. It's the new design out for them from the 1970's and 1980's they changed them in the 1990's over to the newer style of electric starter design's.
Seeing as someones messed with the wiring, should there be a washers or a spreader plate/s on the bolts for the steering column? also on the wheelhorse forum there's a couple of pics of A81's with the engine deck lid and with a little trailer (noticed in last vid three holes in back lip of chassis pan).

looks like the deck has rusted thru you can weld patches on those holes in the deck.
