Most important thing: Cancel license and never allow the person to ever take another license. If the person still drives without license then imprison him / her for another 6 months. For repeat offence, imprisonment time will increase like from 6 months to 12 months then from 12 to 18 etc.

Due to the fact that Bangalore has a lot of daily wage jobs where young people can earn quick money, and have easy access to alcohol and other things, this is what is likely to happen. As a native of this city, I advise everyone to install dashcams and avoid confrontation with these individuals. Keep a safe distance from them on the road. Karnataka and Bangalore police are doing their best.

This road connects b/w Bengaluru & Tamilnadu, these chhapri's you can see everyday in the early morning hrs like 6 or 7am timeframe. It's a common practice for them in this season. They come to digest their morning breakfast..
For Last wala banda . If he had thrown that stone on car and some hot head was behind the steering then chances are high enough that Hot headed guy would have nearly mowed him down on that road .

Government can implement following steps before coming up with a punishment like 10 years imprisonment for hit and run.
1. Dashcam should be mandatory in every type of vehicle including bikes. Manufacturers going forward should compulsorily install dashcam in all their models that are being sold.
2. Cancel license of bad drivers and never allow them to take another license. If these bad drivers still drive without license then Imprison them for minimum period of 3 months and the imprisonment time will increase with repeat offence.
After implementing above steps if still accident levels are high in India then we can augment existing accident law where it's mentioned two years imprisonment for hit and run to 10 years.
Hit and run usually happens because of bad drivers, if number of bad drivers decrease then accident levels in India will go down drastically.
