He designed the mako reactors and has an innate understanding of the planet's lifestream energy - to the extent that he can literally imbue inanimate things with actual self-aware sapient life. He's a master artificer. Cait Sith is an identity all his own, animated and imbued with life through Reeve Tuesti's craftsmanship, but only as "controlled" by him as you are by your parents or your boss. Providing Cait Sith with a faux decoy body is not merely within Reeve's capabilities, but also entirely the kind of move he'd pull.
Basically Reeve can control Cait Sith anywhere, he's a very advanced, I mean, gifted, engineer to use mako in machination that he can do anything and Cait sith would just think the same. No I made that up, no source confirm it.
the actor is steven blum, as bouncera said before. he sounds very similar in a lot of his dubs, like Spike from Cowboy Bebop, or Toma and Shishioh from Rurouni Kenshin

Per canon, it's Reeve talking through him. However, some early drafts of FFVII had Reeve as an "Inspire," a person who could bring magic to inanimate objects. Most likely that was scrapped due to time or complexity, but some fans still headcanon it since you can read a lot of moments either way. It also would make some moments more meaningful (like the first Cait Sith "dying" in the black materia temple- it's more meaningful if Cait Sith is Reeve's first familiar and autonomous rather than just being a robot).

In the original Japanese, Cait Sith has a Kansai accent. The Kansai accent is occasionally stereotyped as "funny" or "unintelligent" in Tokyo, so someone from that area who works in Tokyo might change their accent in order to do better on the job market. My inference (not necessarily canon) from this is that Reeve's parents emigrated to midgar, or perhaps that Reeve uses the "local" accent while at work in order to seem more professional (similar to "code switching" that african-americans sometimes do in the USA). Cait Sith is the "real" persona, whereas Reeve is the "work" persona. The fan site "TheLifestream" has a lot of good collected info, including from Japanese sources like Ultimania.

Final fantasy 9 was one good example of how you can "hear" Ruby's southern accent. It wasn't until 10 and after that we got voices. The rest is history.
