- Twelve is very unconventional and was likely inspired by the Darkstalkers series, having an airdash and even an invisibility taunt. The developers were probably afraid of how such a character would upset balance, so left Twelve's damage pitifully low.

A shame this didn't go more in-depth. I wrote an extensive analysis on Twelve on TV Tropes a while back, looking at his numerous flaws. I've been playing Twelve for a few years, just for the sake of changing the pace (Chun-Li, Akuma, Sean, Hugo, and Elena are my other characters) and throwing opponents off. So, here are a few more things that should be mentioned:
-Most of his instant air dash enders can combo into his normals. All of his fierce, roundhouse, strong, and forward enders can combo into his weak/short attacks. Basically, all of his best combos start off as aerials, and go in reverse priority compared to the other characters. That's why a lot of players have trouble using him, because they don't realize _his combos are inverted._ But more importantly, they can also combo into his neutral forward kick, which is a knee attack very that inflicts high stun. Not only can you easily rack up stun and keep the opponent on the defensive, but it also hit confirms into SA1. This is absolutely essential for his pressure tactics.
-One of the most underutilized aspects of Twelve's SA1 is the invincibility it gives his upper body. If timed well, it will let you dodge and counter projectile Super Arts like Ryu's Shinkuu and Denjin Hadoukens, Akuma's standing Messatsu Gou Hadou, Sean's Hadou Burst, etc. It will also go through Urien's Aegis Reflector, Oro's Yagyou Dama, Chun-Li's Kikosho at certain distances, and beat out Necro's Electric Snake. It can also counter Remy's Light of Justice, but you need to be mid-range and trigger it before the second wave of projectiles come out. In short, it can be used as a counter Super Art in certain matchups. That's very much in line with Twelve's overall design; it's not about big damage or combos, but outmaneuvering opponents and countering by punishing whiffs and missed parries. Anyone who jokes that XCOPY is his best Super hasn't spent enough time experimenting with SA1.
-His ability to crouch walk can also be used to frustrate opponents who recklessly jump in. NDL and the EX version can be useful for that as well. I always use Twelve when fighting against Ryu because he can negate so many of the latter's attacks; when played correctly, Twelve is basically designed to counter Ryu.
-His back dash has some unique properties if your opponent is in the corner and you're using aerial attacks. Let's say you try go in for an instant air dash and end it with a fierce, roundhouse, strong, and forward. If your opponent gets hit or blocks, watch Twelve's animation carefully. As soon as he lands on the ground, input a backdash immediately. If done correctly and depending what attack you used, he'll backdash somewhere between half and all the way across the screen. This can be used to discourage opponents from trying to counterattack on block. When combined with the combo ability of his aerials to his normals, it becomes clear that Twelve's strategy was never about high damage; it's about maintaining pressure, keeping the opponent off balance via unpredictability, racking up stun (which is very easy to do with the knee), and finishing with a super.
-He has an OTG super via his matchup with Hugo. Do his neutral throw, and perform SA1 or 2 immediately after Twelve lands on the ground. It's obviously extremely risky against Hugo, so only do it if Hugo is dizzy and you want to show off.
-His instant air dash makes him highly susceptible to air throws due to the slow speed, especially if he's changing directions. Hugo is the obvious matchup that comes to mind (though that can be countered with Twelve's aerial medium punch depending on the spacing), but Chun Li is absurdly good at it due to her superior jump speed and range. Seriously, even if you have only a little bit of experience using Chun Li's air throw, you should be able to stop most of Twelve's air dashing antics cold.

Great analysis! Always liked Twelve's design and played as him casually just because it was fun.
I'm always hearing that Twelve is garbage because he has to hit the enemy more times than the enemy has to hit him. But what if that's what balances him out? His toolset basically makes him a professional at poking his opponents. He can harass the enemy from any distance and while his damage is low, his toolset (if used correctly) allows him to hit his opponents MORE times than they hit him. I've seen many matches of good Twelve players and they just harass the opponent non-stop, always throwing something different their way. It's always so entertaining. Sure, it requires an insane amount of skill to get to a competitive level, but boy is it hilarious to see the sheer confusion in the opponents' faces.
Twelve is like the nunchucks of fighting games. Impractical and very hard to use, but so entertaining in the hands of a professional.
My favourite SF character design ever if im being honest, id play 3S JUST so i can play Twelve.

"The best part of playing Twelve are those couple of seconds when you're not playing Twelve." In-game, Twelve is twenty kinds of terrible, but I think he's a cool concept story wise. Trying to hide from a group of these things would be terrifying, they're essentially T-1000s that can fly. Funny thing about X.F.L.A.T is that it would probably be a decent super in a Vs. game, since it apparently does more damage the higher up you are in the air.
I like what Bafael said about Twelve in his bad balance video, which is something along the lines of "Twelve feels like a developer's experiment on how little damage you can give a poking character and still be good".

For the crazy few interested in learning twelve, check out yama and hugo-kun. Theyre two of the most well-known players of the character and are kinda seen as being novelties because literally no one plays this character. Theyre like an endangered species

Being designed as an homage to Darkstalkers characters makes a lot of sense actually. Give him some chain combos, something to keep up offense and make those tiny cuts add up, and he'd be viable.
I remember in my final moments of continuous play of 3s, I went for Twelve. I just wanted to suffer and suffer I sure did.
Now this, this is my main. Somehow the most fun character in the game. Well to me at least.
He also has the best iddle animation of all time. Can't have everything.

X.C.O.P.Y makes you take MORE damage after your duration ends, so sticking to N.D.L is more safe than turning into Chun-Li for a few seconds when you dealt no comebacks with it.

Bit weird to name a character after the number neutral encounters they need to win but you do you capcom.
I have a strong belief that this character inspired Warhammer Titan in Attack on Titan. Three supporting facts:
- Weapon creation from hands (hardening ability)
- "Cables"
- White beast titan in the final part is not Zeke transforming, means it is actually inspired from XCOPY super
Not to mention, he's a walking innuendo waiting to happen.
He literally need to thousand cut/hit his opponent to win. Wow. While also need to be mindful that he himself is made of glass/fragile.

Its kinda funny, Q is a terrible character made decent by his amazing defense and high damage potential, while twelve is a decent character made terrible by his inability to do any damage.
In a game where the goal is to reduce the opponents health in a 1v1 fight? Low dmg out put is a death sentence for a character

You are saying a fragile ass character who cannot even properly combo 2 normals is outright better than a bad character with function moves and 2 good supers?
Its explained in the klaw/fugo document that sean was intended to be a “handicap” character of sorts and was intentionally made bad, which is their reasoning for putting him last. Both characters have moves so minus on hit they can be punished (with supers) and both have absurdly low damage, but id say that sean arguably has more useful tools, so yeah i dont really agree there either
