@@LucDaMan4 It's true that she still has a lot of her old specials such as her Kunai, Kazekiri and Raida, but they actually removed about half of her old moveset. Tsumuji, Hien, Tsuji Goe and Kubi Ori have all been axed in SFV (though Kubi Ori's animation is now used for her back throw). The introduction of Kachofugetsu as her one and only Super in SFV also means Kasumi Suzaku, Yoroi Doushi and Yami Shigure are all gone as well (these were all still present in SFIV, though Yami Shigure was exclusive to OMEGA Mode). Even when you take her Specials and Supers out of the equation, she still lacks a lot of things that she had in previous games, such as Super Jump Cancelling and Target Combos (she doesn't have nearly as many as she used to). My biggest problem, however, is that I feel they didn't give her anything worthwhile in return, as all she got was a bunch of moves centered around her Kunai. Since a huge part of her gameplan now focuses around those Kunai moves, it ends up making her feel like a one-trick pony. Also, locking her original (and objectively superior) ninja outfit behind a paywall was a real dick move.

I know some win animations depend on whether you simply win a round or win the match itself, but I don't believe any of them are dependent are health. As far as I know it's completely random. Ibuki does have way more win animations than most characters in the game, which, coupled with the randomness, might explain why you haven't seen it before (on top of that, the win animation you're referring to also only happens when Ibuki wins a match).
