Ed was More Loosely Shy/Nervous Now in Season 3 See more a Funny(In his own right) sarcastic, More Confident/Bravo/Straightforward Edward Nygma Great Character Development did a Good Job with the Characters.
Given that in this version, the Riddler was a different personality, this was the Riddler, Not Nygma

I remember when Edward was Flass’s punching bag and the GCPD loony in season 1. Now, he’s Penguin’s right hand man and one of the most influential and confident people in Gotham City. Oh how I love his character development.

The thing is, Oswald could have probably appointed anyone to be the liason for this case but he specifically chose Ed and I feel like he did that half because he really does trust Ed and half because he knew that it would completely mess with the GCPD and give Ed his moment to get back at them for how they treated him.
Get back at them? Get back at who? For what? Dougherty is dead. Flass is in prison. Bullock made a couple of jokes in bad taste and apparently that was enough for Nygma to become a lunatic and a cop killer. He's insane and he's an egomaniac. Do you people not realize that when you're watching?! Nygma isn't the victim.
