It's interesting that both Arrow and Gotham started out with more procedural, "grounded" first seasons that avoided being too comic booky. To then throw that all out the window in their second seasons and go full comic book wacky.
The number of times the GCPD is defeated, overwhelmed, or lose control of the Police Station is astonishing. Why is this city not under martial law and the police supported by the military? Surely the governor is informed about the trouble going on in the city and asking the mayor, "Does crime own the city, or the law?!" Not to mention all the monsterous criminals that come later makes me wonder, why don't they just level the city while secretly moving the innocent people out?
It’s because there’s this idea that one of the conflicts that Batman faces is that it’s almost always like this in Gotham, and the easiest solution for him is abandon his moral ground rules and do everything that he stands against. But it’s also where narratively most people tend to forget about Batman and his stories, and how people overcome fear, hate, darkness, etc. and become a hero of sorts. Which in the focus of this show, you see more ordinary people, such as Jim Gordon, Harvey Bullock, Alfred Pennyworth, or Lucius Fox, continuously work against the “inherent” darker nature of Gotham Also most of the higher ups in the Gotham government (e.g. the mayor or the old police former commissioners) are either too lazy to actually try or are corrupt and don’t want to ruin a good thing for themselves, another example of the “darker nature of Gotham.” Plus, it just isn’t as successful of a show if everything was sunshine and rainbows for people to deal with consistently
The show really did a great job of showing what Gotham was like before all the super villains, it was already a hot bed for crime but then penguin became the catalyst for the change in who ran the city

Now there needs to be a prequel showing James Gordon's & Alfred Pennyworth's training. Gordon & Alfred are kicking multiple Talon's asses in hand to hand combat, Batman has a extremely difficult time defeating one Talon. Gotham would not even need Batman until Gordon was in Gordon's 40's, plus Gordon has no issues pulling the trigger to kill, less villains.

It depends. There are a lot of different ways to do the joker. Nobody will ever do it like Heath Ledger, but someone will eventually do something just as good. However, we have been on a streak of bad jokers in recent years, unfortunately.

Well the Army is actually called in several times and in the Final season the government basically blows all the bridges and leaves the city to rot.
