As much as I know his advice was wrong, I feel it may have actually helped the kid. Often times we give half-assed advice on how to do things. Penguin actually gave a damn contingency to go along with it
I love how even as a Machiavellian super villain with an endless thirst for power and total ruthlessness, he can still feel empathy and compassion for certain individuals. His mother is a given especially since it was just the two of them while he was growing up. Of course he probably has a flashback to when he was a kid in school during this scene. He grows attached to Ed/The Riddler since he shows Oswald compassion and encouragement that no one since his mother has shown him (of course Oswald's feeling towards Ed are unreciprocated), and lastly, he develops a nearly fatherly bond with Martin after witnessing him being bullied at the orphanage, and takes him under his wing (no pun intended after remembering Oswald is nicknamed the Penguin) and teaching him the fine art of revenge. This show makes sets a great example that even the most ruthless and cunning of supervillains can still hold traces of humanity as well as have standards and a minor moral code.
And I continue to be in awe of nygmobblepot xD

I can see Luke years later as one of The Penguins most loyal lackeys. Him and Martin, and they're loyal to the Penguin because he was once kind to them without any reason other than that they reminded him of himself.
