You missed the wedding ring lol, it gives you +1 charisma, and has its own armor slot. Which admittedly is a strange stat for it to have. A widow(er) wearing a wedding band isn't very charismatic. Unless... OH GOD... unless your persuasion comes from the pity.
Shalzgore You should only gain the +1 CHAR if you also have your partners wedding ring in your inventory. So you can get maximum pity by showing them your partners ring
I have never noticed that the wedding ring gives a charisma bonus. I kept them both for sentimental reasons, even buying them back when I sold them by mistake.

Build cages & trap whatever type of enemy you wish to be attacked by. I haven't done it myself yet, but I've heard it from many other players who have made videos about the cages.
If you want more settlers i know a trick that doesn't need charisma ... so you just send settlers from other settlements with supply line when they come to the settlement you want them to be, you just assign them to something and they will be part of the settlement.
if you have the automatron dlc i found another way.. just keep asking for more rogue bot mission a lot of the times they attack some random settlers (sometimes bos institue or minuteman) but if it are settlers you can tell them to join you 3 extra settlers everytime (they don't have the limitation of population)
I killed them all and looted the place. After helping them with their murder investigation, they got caught in a loop and kept saying the same things, over and over again. I call it a mercy killing.
there's a legendary effect that gives you +3 to all stats when your health is below 25% and one of the outfit you can find in nuka world (one of the operators) gives you + 2 charisma while allow you to wear all pieces of armor if you set your character to 10 at the beggining + the special book + the bobblehead + all this pieces of armor it gives you 10 + 1 +1 + 3x5 + 1 for glasses + 1 for hat = 29 charisma and that does not include drugs Of course you have to get lucky to get this full set of legendary armor but it's doable and to get below 25% of health simply take a bath =)

Interesting, thanks for this awesome, useful tip, Oxhorn. I can hardly wait to put this information to use, all I have to do is find out how and where I can get this quest, then I'll start immediately because even though I haven't seriously begun to build settlements yet, this would be a good thing to do to build a good base of settlement inhabitants to work with. I actually thought getting settlers was done by setting up these "beacons"/"signal towers". Preston once sent me on a quest to go to the drive-in cinema (typically I forgot it's name just now) and set up such a beacon/signal tower. As a result over a period I got 12 new settlers most of whom I have assigned to supply lines.
Another method is to keep an eye on your Pipboy. Occasionally it will glitch and show wildly unreal numbers of settlers, either high or low. When it shows 0 at an already populated settlement, go to other settlements and move people to the one with 0. When you eventually get to the glitched settlement, the original settlers plus the new ones will be there. Be careful because too many settlers can cause the game to get (even more) buggy. Also be prepared to set up extra beds, food, water and shops.

Did you ever make a big settlement? Or are you like me and worked at it for like 12+ hours and then got bored after wandering around your settlement just looking at shit and thinking for hours lol. Eventually I just said wtf am i doing?
@@carltanner7461 the max none glitchless way is by maxing out charisma to 11 (max out plus bobblehead) and then going afk with charisma boosting clothes for about an hour. If you aren't happy with what you have and beaten automatron you can go up to the mechanist and ask just do the Robots on the Loose quest or whatever it's called and send the settlers you see to sanctuary and then you go to sanctuary and open the workshop and send them to your settlement of choice

Unyielding (+3 to all stats except EnD at 25% health or less) legendary effect is really good too if you get a full set. Full set is + 15 to almost everything just from armor. Then add bobbleheads, perks, magazines and consumables. Only problem is acquiring the full set of Unyielding.

if u do the quest to get strong at trinity tower, u can get agatha´s dress, it has 3 CHA, sadly u cant wear it under armor but it can be armored with the weave. and could be useful if u dont have any sharp armor pieces yet. thumbs up :)
+Palle Gantzhorn Very true! If you don't have a full suit of Sharp yet, then ballistic weave up an Agatha's Dress or Reginald's Suit. If you haven't completed those quests yet, then get some Summer Shorts, which are easy to find. Fallon's Department Store has some, I believe.
I’ve played this game so many times since it released and I’m always learning new things. I legitimately thought you couldn’t have more then 20 or so settlers any anyone town.
Oxhorn's way to do this is better cause his way never messed up my saves. True this does work and I did this to move my settlers to other settlements but it sometimes will mess with the game. My game kept becoming the never ending loading screen until I set the charisma back to the normal stats of 11.
A full set of unyielding armour, combined with always having 75% rads or more will net you an extra 10 charisma ON TOP of what he has here for a total of +15 (also +15 of each other stat except END). You have to work with 25% of your health bar, but there are a ton of perks in the game that give you bonuses for having low health/high rads, especially if you side with the Children of Atom in Far Harbour. Having 25-20% health also means you can quickswitch between the hat that gives +2 END and another hat and automatically activate Nerd Rage, meaning that you can basically start every engagement in slow mo with the extra damage and resistances added by nerd rage. Most fun character I've played, though I recommend against doing it on survival, as there is a bug with the survival -2 END debuff (for being over-encumbered) and unyielding armour that causes nerd rage to flicker on and off that gets really annoying. Finding all of the unyielding armour is tough, as there is only one guaranteed chest piece that can be found in game, but there are other legendaries that synergies well, such as Rad Powered, Bolstering, and Atom's Bulwark (which you want to get before level 40, so that it spawns as an arm piece instead of a chest--which you already have unyielding for--it gives about +50 damage and energy resistance).
I had so much weapons and clothing stuffed away in containers and I never used any of it so I decided to sell it all. I sold it to all the Diamond City shops, the shops in Covenant, the shops in my settlements, EVERY SHOP I COULD THINK OF, and I still couldn't sell all of the gear. I do have a crap ton of caps now though.

For your best charisma outfit, you forgot to add the black rim glasses for one more +1 along with the trilby hat 😉 So it could actually be +8 instead of +7 with the summer shorts & luck Armor.
Now this is why I became a subscriber....recently when Sanctuary Hills reached a population of 20 I decided to create a recruitment beacon to bring in even more wanderers. After a week not one person has shown up and after watching this video I'm realizing its probably because my charisma is not high enough. Looks like I'm going off to kill some robots.....
Another way to get more into a settlement is to go to a different settlement & send them to Sanctuary Hills (from your example). Then turn on the beacon at the settlement that just lost a few people to backfill the ones you lost there.
I'm trying to find a video where i remember oxhorn mentioning a commandable child shaun mod, where you could move him around a settlement and assign him to a farming station what mod is that, I want to move shaun into his bedroom so it makes since why hes randomly sitting somewhere, I made his bedroom look a little more of a young boys room adding a small bed where his crib was, putting some toys on the floor, putting some baseball mits and a bat and the waser wifle on the wall and moving his changing table in the corner so its another dresser for him but i cant make him sit on his bed, or in the floor, he just sits in the workshop near the workbenches.

At first, I thought that the "Sharp" effect on armor would make melee attacks to bleed-type damage, kinda like the Sharp/Serrated armor for robots in Automatron.
There is another method I've discovered that doesn't require high charisma and no robots are involved. I recently started a new game and at level 7 I came across a group of raiders having a shootout with a single settler near Oberland Station. After I killed the raiders I approached the settler and she called me one of the good guys which is the same dialogue used in the robot missions and I was able to send her to Sanctuary. So just wander around the commonwealth looking for settlers in trouble.
Lakers fan Yeah it is dumb. If you play as a Female its a sequin dress, why is it a surveyor outfit on male?? Makes no sense. Should be a tuxedo or suit.
That’s pretty cool. I have a question though, when you are away from Sanctuary, does your Settlement resources drop down to zero? Apparently it’s a bug that has not been fixed by Bethesda. As I seen in your video, your Sanctuary settlement stats look normal.
I believe Bethesda made it that way because the vault 88 overseer sometimes says “a vault has been known to hold up to 1000 people. Sounds crowded” so I think that they anticipated people filling up their vaults this way.
With 70 settlers do you bother assigning them to beds or do you just make 70 beds and let them sort it out? If you're assigning them, how the heck do you keep track of who's assigned to what bed? And are you building huge warehouses just to store beds in?
EvilSSP I dress settlers I've assigned to work a certain outfit. it's suit and sunglasses in sanctuary. then I can tell who is new and who is a settler I've already sorted.
christopherkeogh1975 That's a good idea, I guess you just have to start out early and keep up with it from the start because once I reach a lot of people it gets pretty confusing trying to assign them each to beds. Maybe I'll build different bunks for different workers/jobs or something.
+evilssp a tip if you haven't figured this out already is to wait till night time to assign settlers to beds. Settlers with assigned beds will be sleeping in them and settlers without assigned beds will just be walking around. Settlers assigned to guard duty will still be up though.
Also Daytripper gives you +3 CHR.So base CHR (+10) + Bobblehead (+1) + Clothes (+8) + Chems (+11) = 30So max settlement 10+30=40 without mods. Note that if you hold off rescuing Preston and company till after you hit this number, they get added on top of that, so 45+ is very much possible.
Pretty awesome exploit for recruiting endless Settlers. Here I was thinking I should only make Robot Settler Guards, Farmers, and Merchants. But I’ll do the Automatron Exploit instead. 😊
Reginald's Suit and Agatha's Dress gives a 3 charisma boost. Also it's good to use day tripper as well because the stats of other drugs will stack. Another good tip is to max out your charisma to a 10 by leveling up and then get the charisma bobble head from parsons to make your charisma a permanent 11.
+Arkady Rex The only problem with Reginald's Suit and Agatha's Dress is that you can only wear left and right arm armor over it. With Summer Shorts, you can wear legs too. With Green Shirt and Combat Boots, you can wear all 5 pieces of armor. So even though the latter has the least charisma, it's best for a charisma build because you can wear more charisma boosting armor.
Super late for me but I'm still playing this game. Switched from PS4 to Xbox just for mods on FO4 and Skyrim.(still play my PS4 sometimes) Plus I always loved Gears of War and Forza.
Take CH to 10, use some Daddy-O to debuff it, then read the SPECIAL book, and when Daddy-O wears off you will be natural 11. Then the Bobblehead will take you to 12. The gear list above is certainly maxed (and conveniently is something you can actually play the game in rather than constant outfit changes). That also make your continual CH 20 (meaning that simple recruiting beacons will get you huge numbers of settlers) without having to do temp buffs to pile a settlement (though you can if you want some super settlements). I find that it is best to use Sanctuary Hills and Red Rocket as the "donor" settlements - since you can buff up, dump one, then run to the other and dump it before the buffs drop.
3 years since this video was posted, for anyone watching now you can get your charisma way higher than this (and get 55 settlers before even doing the Rogue Robot stuff, no hax I promise): First of all do the usual, max charisma then reduce it below 10 with chems, use the You're Special book to add another point then get the bobblehead for a base charisma of 12 Unyielding armor pieces that came with Far Harbor are better than Sharp, they give +3 each (when your health is below 20%) and it stacks so with 5 pieces you have +15
hey ox, I'm unable to access the rogue robot quests anymore probably due to a patch any suggestions for getting more settlers as for the armor clothing described in the video where do I find it
+Oxhorn (ClassyManIAm) High defense, good beds (unconfirmed), friendly stores, junkyard dog, and various critters from Wasteland Workshop. Synth Gorillas are the best if you evacuated the Institute before destroying it, since they pile on mega defense (like a deathclaw), add happiness directly like the junkyard dog, and are inherently friendly (no perk requirements for the inhibitor and no attacks from packs of wild critters).
With dlc there's an even better hat, "The Dapper Gent" from Far Harbor. (It's sold by pearl in the Vault murder mystery thing if you needed help finding btw.)
Another way to get settlers is to send settlers to your decided settlement via trade route. And when they come you can quickly assign them to something else.

Is there any mods to make npcs attack my settlements more often? I like seeing my settlers fend off raiders and watching the AI fight each other.

Emperor Zurg you can use addiction to lower your stats by 1, use the SPECIAL book, cure your addiction, and use a bobblehead to obtain a "natural" 12.

Did you ever make a big settlement? Or are you like me and worked at it for like 12+ hours and then got bored after wandering around your settlement just looking at shit and thinking for hours lol. Eventually I just said wtf am i doing?

@@carltanner7461 the max none glitchless way is by maxing out charisma to 11 (max out plus bobblehead) and then going afk with charisma boosting clothes for about an hour. If you aren't happy with what you have and beaten automatron you can go up to the mechanist and ask just do the Robots on the Loose quest or whatever it's called and send the settlers you see to sanctuary and then you go to sanctuary and open the workshop and send them to your settlement of choice

Unyielding (+3 to all stats except EnD at 25% health or less) legendary effect is really good too if you get a full set. Full set is + 15 to almost everything just from armor. Then add bobbleheads, perks, magazines and consumables. Only problem is acquiring the full set of Unyielding.

Drop weapons in your settlement, recycle them and it increases your build limit. Then build your fortifying butt off haha.

if u do the quest to get strong at trinity tower, u can get agatha´s dress, it has 3 CHA, sadly u cant wear it under armor but it can be armored with the weave. and could be useful if u dont have any sharp armor pieces yet. thumbs up :)
+Palle Gantzhorn Very true! If you don't have a full suit of Sharp yet, then ballistic weave up an Agatha's Dress or Reginald's Suit. If you haven't completed those quests yet, then get some Summer Shorts, which are easy to find. Fallon's Department Store has some, I believe.
For the fun of charisma-stacking, I believe the vault-tec power armor paint also boosts charisma, that should stack with all other clothing and armor.
Unfortunately all of the armor you are wearing under power armor has its effects negated

I’ve played this game so many times since it released and I’m always learning new things. I legitimately thought you couldn’t have more then 20 or so settlers any anyone town.

Oxhorn's way to do this is better cause his way never messed up my saves. True this does work and I did this to move my settlers to other settlements but it sometimes will mess with the game. My game kept becoming the never ending loading screen until I set the charisma back to the normal stats of 11.

A full set of unyielding armour, combined with always having 75% rads or more will net you an extra 10 charisma ON TOP of what he has here for a total of +15 (also +15 of each other stat except END). You have to work with 25% of your health bar, but there are a ton of perks in the game that give you bonuses for having low health/high rads, especially if you side with the Children of Atom in Far Harbour.
Having 25-20% health also means you can quickswitch between the hat that gives +2 END and another hat and automatically activate Nerd Rage, meaning that you can basically start every engagement in slow mo with the extra damage and resistances added by nerd rage.
Most fun character I've played, though I recommend against doing it on survival, as there is a bug with the survival -2 END debuff (for being over-encumbered) and unyielding armour that causes nerd rage to flicker on and off that gets really annoying.
Finding all of the unyielding armour is tough, as there is only one guaranteed chest piece that can be found in game, but there are other legendaries that synergies well, such as Rad Powered, Bolstering, and Atom's Bulwark (which you want to get before level 40, so that it spawns as an arm piece instead of a chest--which you already have unyielding for--it gives about +50 damage and energy resistance).
I had so much weapons and clothing stuffed away in containers and I never used any of it so I decided to sell it all. I sold it to all the Diamond City shops, the shops in Covenant, the shops in my settlements, EVERY SHOP I COULD THINK OF, and I still couldn't sell all of the gear. I do have a crap ton of caps now though.

For your best charisma outfit, you forgot to add the black rim glasses for one more +1 along with the trilby hat 😉 So it could actually be +8 instead of +7 with the summer shorts & luck Armor.

Now this is why I became a subscriber....recently when Sanctuary Hills reached a population of 20 I decided to create a recruitment beacon to bring in even more wanderers. After a week not one person has shown up and after watching this video I'm realizing its probably because my charisma is not high enough. Looks like I'm going off to kill some robots.....
Another way to get more into a settlement is to go to a different settlement & send them to Sanctuary Hills (from your example). Then turn on the beacon at the settlement that just lost a few people to backfill the ones you lost there.
I'm trying to find a video where i remember oxhorn mentioning a commandable child shaun mod, where you could move him around a settlement and assign him to a farming station what mod is that, I want to move shaun into his bedroom so it makes since why hes randomly sitting somewhere, I made his bedroom look a little more of a young boys room adding a small bed where his crib was, putting some toys on the floor, putting some baseball mits and a bat and the waser wifle on the wall and moving his changing table in the corner so its another dresser for him but i cant make him sit on his bed, or in the floor, he just sits in the workshop near the workbenches.
I mentioned it on my Kingsport Lighthouse video, it isn't a mod, you just use console commands to make the actor commandable and moveable.

At first, I thought that the "Sharp" effect on armor would make melee attacks to bleed-type damage, kinda like the Sharp/Serrated armor for robots in Automatron.
There is another method I've discovered that doesn't require high charisma and no robots are involved. I recently started a new game and at level 7 I came across a group of raiders having a shootout with a single settler near Oberland Station. After I killed the raiders I approached the settler and she called me one of the good guys which is the same dialogue used in the robot missions and I was able to send her to Sanctuary. So just wander around the commonwealth looking for settlers in trouble.
3 CHA from Reginolds Suit
Lakers fan Yeah it is dumb. If you play as a Female its a sequin dress, why is it a surveyor outfit on male?? Makes no sense. Should be a tuxedo or suit.
Draz kathan dresses are superior to suits as you can wear arm armor with them.
The sequinned dress gives you 3 charisma and it makes my character look nice

That’s pretty cool. I have a question though, when you are away from Sanctuary, does your Settlement resources drop down to zero? Apparently it’s a bug that has not been fixed by Bethesda. As I seen in your video, your Sanctuary settlement stats look normal.
Summer Shorts accept ballistic weave. I've got both Piper and Curie wearing armored summer shorts in one of my saves.

Pretty late reply, but, if you have a high settlement happiness the recruit rate is improved increasing the chances of getting more settlers.

With 70 settlers do you bother assigning them to beds or do you just make 70 beds and let them sort it out? If you're assigning them, how the heck do you keep track of who's assigned to what bed? And are you building huge warehouses just to store beds in?

christopherkeogh1975 That's a good idea, I guess you just have to start out early and keep up with it from the start because once I reach a lot of people it gets pretty confusing trying to assign them each to beds. Maybe I'll build different bunks for different workers/jobs or something.
+evilssp a tip if you haven't figured this out already is to wait till night time to assign settlers to beds. Settlers with assigned beds will be sleeping in them and settlers without assigned beds will just be walking around. Settlers assigned to guard duty will still be up though.
redrounin So even if I have plenty of extra beds they won't sleep unless assigned? Seems like people are always sleeping even if I don't assign them.
Also Daytripper gives you +3 CHR.So base CHR (+10) + Bobblehead (+1) + Clothes (+8) + Chems (+11) = 30So max settlement 10+30=40 without mods. Note that if you hold off rescuing Preston and company till after you hit this number, they get added on top of that, so 45+ is very much possible.

Reginald's Suit and Agatha's Dress gives a 3 charisma boost. Also it's good to use day tripper as well because the stats of other drugs will stack. Another good tip is to max out your charisma to a 10 by leveling up and then get the charisma bobble head from parsons to make your charisma a permanent 11.
+Arkady Rex The only problem with Reginald's Suit and Agatha's Dress is that you can only wear left and right arm armor over it. With Summer Shorts, you can wear legs too. With Green Shirt and Combat Boots, you can wear all 5 pieces of armor. So even though the latter has the least charisma, it's best for a charisma build because you can wear more charisma boosting armor.

Same. Most of my settlements are 2-10 settlers (probably an average of 4) and then sanctuary is at 22 hehe.
Take CH to 10, use some Daddy-O to debuff it, then read the SPECIAL book, and when Daddy-O wears off you will be natural 11. Then the Bobblehead will take you to 12.
The gear list above is certainly maxed (and conveniently is something you can actually play the game in rather than constant outfit changes). That also make your continual CH 20 (meaning that simple recruiting beacons will get you huge numbers of settlers) without having to do temp buffs to pile a settlement (though you can if you want some super settlements).
I find that it is best to use Sanctuary Hills and Red Rocket as the "donor" settlements - since you can buff up, dump one, then run to the other and dump it before the buffs drop.

3 years since this video was posted, for anyone watching now you can get your charisma way higher than this (and get 55 settlers before even doing the Rogue Robot stuff, no hax I promise):
First of all do the usual, max charisma then reduce it below 10 with chems, use the You're Special book to add another point then get the bobblehead for a base charisma of 12
Unyielding armor pieces that came with Far Harbor are better than Sharp, they give +3 each (when your health is below 20%) and it stacks so with 5 pieces you have +15

hey ox, I'm unable to access the rogue robot quests anymore probably due to a patch any suggestions for getting more settlers as for the armor clothing described in the video where do I find it
Also, until you get sharps armor you can get a suit from Trinity Tower off some guy (Reginald, I think) that has +3 Cha.

High defense, good beds (unconfirmed), friendly stores, junkyard dog, and various critters from Wasteland Workshop.
Synth Gorillas are the best if you evacuated the Institute before destroying it, since they pile on mega defense (like a deathclaw), add happiness directly like the junkyard dog, and are inherently friendly (no perk requirements for the inhibitor and no attacks from packs of wild critters).
Oakspar Oakspar FWI, nice beds make difference - making sure they have a roof over them is all that matters.

Another way to get settlers is to send settlers to your decided settlement via trade route. And when they come you can quickly assign them to something else.
