For anybody still confused in the comments, the term "Pop" in Pop Shuvit, just means your tail hits the floor. shuvit's tend to be quicker and less effort, hence the lack of pop.
I can shuvit on grass. On dirt. On carpet with no trucks. But on concrete I land with my front foot but not my back foot every single time. I can’t make progress on it to save my life. I feel like it’s a commitment issue but it’s not one I know how to solve. Also I can Ollie 8 inches ish, frontside 180, and bs 180. Tips.

It sounds like it could be a possible timing issue. Try focusing on shoving the board as well as jumping straight up! Most importantly, just keep practicing it! You'll get it! 😄
It could be you're accidentally doing an "ollie" into it. I'd recommend trying to just lift your front foot directly up without trying to move it forward at all. Hope that helps! 😄
