In response to the close emotion, my guess would be that maybe something was broken with that inventory animation and so it was tied to the emotion as an easy way to trigger it repeatedly for bug testing. That would explain the naming, no unique icon, and having to hack the game to find it. Just a guess though.

Update: I actually bothered to test this, and you can get the audio track to play if you visit Phineas during the day and stand in front of him for several hours. You can see it on my channel.

Interesting story to the third layer: While it's unused and it was planned you can actually insert those tiles using a map editor and they would function like intended. I have done that years ago as the ability to save the savegame using homebrew became possible. Sadly it appears that the third layer only consists of a corner piece, from what I recall you could add to the map. You could also place houses onto that corner acre and it worked like normal. My guess as to why the third layer got scrapped is maybe due to the bus stop and the gate for multiplayer but also because once it was placed the surrounding walls no longer were high enough and allowed you to look past them. I personally never noticed something odd when looking past those walls, neither in 4:3 or 16:9 aspect ratio but maybe I never looked for actual glitched stuff or the void when looking past this.
It's important to note that the normally-unheard Phineas calliope tunes _can_ be heard in-game, since the NPCs don't refresh until the map gets reloaded, so you can keep Phineas out well past his normal hours of operation and all through the night by simply...not leaving. A refresh won't be forced until 6AM.

I never got the enjoyment of playing old Nintendo and Sega games because I was born after the 2000's so I'm pretty sure that was after the GameCube and the Dreamcast and stuff. Or I was just to little to know what they where. But I'm happy to experience what I missed out on when I was a kid.
Actually, the Midnight and Early Phineas themes weren't cut, but you can't get them easily. As Phineas is only in the city before midnight and after early, you have to stand next to Phineas from before midnight and wait until midnight to actually hear them. You can't enter any buildings at midnight or early though, as it removes Phineas. All credit to this thing goes to Sir Potato Bottom.
City folk/ let's go to the city was the first animal crossing game I played since I was a young, yet people hate it and I don't understand it. They made new animal types like cubs, a lot of NPCs were seen and the beds being save states was pretty unique to me. Thanks City folk for introducing me to some of the cutest series ever.💖😍💗☺️
