Swanson should've been higher. He was faulted literally for being a priest (wearing the same outfit). However, I personally believe Dutch deserves one of the highest rankings because his clothes are so detailed. In cutscenes and sometimes just in-game, I find myself thinking, "Wow, Dutch's [insert clothing item] looks so cool." Like for example I love the chain on his vest. He also wears rings that lots of people don't even notice. I think there’s just way more attention to detail on a character like Dutch, not Swanson. The developers of the game want you to look at Dutch more, so obviously that influences the way we see him.

its not that the clothes are particularly "dirty," they're just old clothing. back then, especially for people in their financial standing and such, they didnt worry too much about buying new clothes when their commonly worn attire gets worn out, if it still fits, and its not torn to shreds, theyd wear it

Molly’s outfits are too distracted and loud, and Arthur’s while good are very basic.
