Sadly I doubt the driver was even aware s/he close passed you. Police where I live would only confirm MAPA in these incidents. So yes likely awareness course or points/fine. You would only find out for sure if they contested it and it went to court.
If the BMW had simply slowed slightly for a few seconds they could easily have passed you safely using gaps in oncoming traffic. Course may not help, they need a brain transplant.
