I think the language translation is a bit confusing. That has to mean 300g flour added in 2 parts, not 300g added twice. You can tell just by looking at the dough that it's not 680g total flour to 280g of water. That would produce a dough with a hydration of 41%, and it's quite obvious that the hydration of that dough is much higher than that. If it's 280g water to 380g flour, that gets us to 73% hydration. That dough still looks more wet than 73% to me, but it's at least reasonable that it could be that. 41% would be super dry, probably even crumbly.
