The Dogs are cutthroat business men who will do anything to achieve their means. But in the end, everything they've done in life is all for naught because they will either become "just another sad old man, all alone and dying of cancer" or they'll be pulled down by the weight of the stone. The stone is the dirty tricks they pulled throughout their life to achieve everything they want, but just as karma works, they are dragged down by all of that. Kinda like the corporate scandals where the guys at Enron are being dragged down by the weight of their stone.

This shows how important music is to Pink Floyd.
Succeeding in delivering such a strong message in so few words, demonstrates the precision of the vocabulary used to generate strong images in our mind, all accentuated by the "long" instrumental passages.

The album Animals consists essentially of 3 songs. It is loosely based on George Orwell’s novel Animal Farm, and reflects Roger Waters’ take on corporations and businessmen, as well as a gullible public that allows itself to blindly follow business and political leaders. While I don’t agree with his cynicism or his politics, there’s no denying that they are all unbelievably great songs. Great reaction!

Dogs is arguably equally, if not more, about the physical powers that corporations and politicians use to enforce their decrees, i.e. the police and the military in particular.

Please note the balloon in the shape of a pig - that was part of Floyd's promotion for the album (the other song is "Pigs (Three Different Ones)", and also there is a song, in two parts (opening and closing the album), "Pigs On the Wing").

as someone stated, the album is a concept album based on George Orwell's book "Animal Farm". Other than the intro and outro songs which are basically the same, the three middle pieces are songs that in order deal with business practices and corporations in "Dogs". Then in Pigs it addresses the politicians and manipulation of public order. In this song they specifically address UK conservative leader [at the time] Mary Whitehouse. Sheep is addressing the followers of these politicians and corporations and how they are doing whatever these people tell them to do.
The album cover is of the London Battersea power plant where in the promotion of this album Pink Floyd had strung up a huge inflatable pig between two vent stacks on the front. You can kind of spot it in the album photo.
Story goes that it initially got loose and flew away and had to be shot down only to try the stunt over again with success the second time.
Flying Pigs became a thing in their live shows for a time.

It’s about corporate business people the rise and fall
The cover is a picture of Battersea power station in London. Like most of the other Pink Floyd albums, Animals is a concept album which was inspired by George Orwell’s book Animal Farm. Pigs (next song on the album) represent the business owners or the dictators who use the dogs to enforce their will or agenda on the sheep. The dogs have to gain the trust of the sheep and once they turn their backs they can go for the kill (put the knife in). As the dogs get older and can’t be used by the pigs anymore they are left alone, can retire down south, and die of cancer. I could go on in more detail but I think this summarizes the idea of the album and song.
This is the UA-cam video of Roger Waters performing this song a couple years ago on his Us and Them tour. He brings the power station to the arena. It’s an amazing performance with incredible production. Not bad for a man in his 70s.

So yeah you've got the dogs you got the Sheep and then you got the pigs so the dogs are the enforcers they're the ones who run the show and you have the Sheep they're the workers a peons and then you have the pigs there is a CEO's that run everything yeah that's the power plant I can't remember what town in England that is but they hung that huge inflatable Pig between the Smoke Stacks it was quite an ordeal I guess they had a lot of wind at the time and the pig got away yeah you didn't hear the song Pigs on the Wing witches start of the album and then there's a song at the end of the album it's sort of based on the book Animal Farm by John Steinbeck when I was younger I appreciated the album wish you were here a lot more but I just didn't have the capability of realizing what up epic record this really is and now I know
