If you are using assets provided in the Camtasia library with your installation, you should be good to go. I believe they have been provided for your use and they sorted usage rights for Camtasia users. To double-check, don't hesitate to call TechSmith Technical Support to confirm.
Is this a PPT that is being shown LIVE, or a PPT that is being made into a video? I'm not so sure about LIVE as that would be tricky, in my opinion. If the presentation is packaged in a video then I could see that adding it to the background will work great if it's not overpowering. I typically will set the background music as low as 10%, and as high as 25% (using the volume bar in Camtasia), depending on how my selection works with the narration. That said, I have some situations where I raise the music level when there is no narration going on. One example is when you are fading out and finishing a video where you may want to raise the background music volume after the narration has finished, let the music play, and then fade out at the end.

I suggest you check out the UA-cam Sound Library. There's FREE music and special effects there: ua-cam.com/users/audiolibrarymusic?nv=1 .
Is there a way to make voice effects? Squirrel?
Not within Camtasia. You would have to import the effect files you create from elsewhere.

Gord...What do you think of adding music in the background of a PowerPoint presentation? If it does not overpower the narration...
