my niece had one of those like 15 years ago. the "magnetic intellectual cards" is still around as a refrigerator magnet. the controller is to play 2 players in the fighting game (and maybe the football game?), but can't remember how that worked, i hazard a guess that you need to press start and then select a 2 players option. i think it was the same for the rumble, you have to enable the option but can't remember how.
So the characters on the Street Overlord cartridge are actually licensed and very classic SNK characters from King of Fighters. The one on the left is Iori Yagami (first appearance in 1995) and the one on the right is Benimaru Nikaido (first seen in 1994).
