Sugar, Salt , processed flours and chemically refined oils have much more adverse effect on health which we are consuming three times a day. A scoop of processed whey protein can't be harmful if protein goal is not achieved with diet.
Actually everything depends on the amount.
If you consume sugar, salt, and processed flours in moderation and have a rich diet full of nutrients then they're fine as well.

I had a look at these guidelines and was surprised to see that they did not cite even a single evidence to support their recommendations. I mean, I have read several guidelines over my professional career from reputed institutes like ISPOR, NCCN, ASCO, etc, but mever have seen such flimsy methodology to propose guidelines as these Indian guidelines did. Recommendations are generic, not evidence based, and sometimes challenge a rational scientific understanding.
