Quick update : i have put more time into the plasma gun and i would re-ajust it to top of A low S tier. In high end Havoc it is likly one of Veterans top picks simply becuase ammo up there is so scarce. However if ammo is plentiful it falls off a bit as you lack DPS with it, and it is really only soild against orgyn and bosses. Bolter does its job a bit better imo for standard horde fodder, but for large enemies Plasma is really nice to kill those threats. However becuase of its lower anti-trooper capabilities I dont think i can put it S tier because of that. Great at killing high priority targets, which lacks versatility and requires a lot of melee where Vets are most vulnerable. Furthrmore plasma guns blessesing are kind of meh. The crit chance is really its only decent one, amd the rest revolve around heat to get the most use out of and eats your toughness at high heat so can possibly pose a survivability risk if used or timed incorrectly.
