I think the main issue is that he only has one lock point, his head. And you can't damage his head most of the time, since it's too high up or moving around. So you have to play entire fight without lock on, but when he flies up you lose sight of him and panic roll for your life. All this combined with his high HP, he's resistant to fire and bleed (at least, maybe others), huge AOE consecutive explosions makes it a very annoying and random fight
The head moves too much and it's too high up to hit it consistently, especially if I try to apply bleed, His bleed bar takes ages to fill up anyway, I don't need to make it harder. If you're playing some 2H weapon that attacks once every 10 seconds or ranged mage spec, then yeah, you can target his head and comet azure away
