I think this scene is heavily underrated. The amount of foreshadowing that this scene has is immense and goes 100+ episodes to fully understand all the nuance that occurred in this one Tavern scene. I’ve watched Naruto and Shippuden twice now, and this remains my single favorite non-combat oriented scene. The sheer amount of information in this 5-6 min clip illustrates the depth of all 3 characters have not only on the story, but in the LITERAL Naruto Universe. This one scene (I’m sure I could count higher) but has at least 10-15 plot points mentioned and or not mentioned that has a pull from later on in the story that reflects back to this SPECIFIC point in time. Super cool, fantastic writing. Like anime or not, this is TOP 10 story telling bar none.

Jiraiya is supposed to be a mirror of Naruto. He's the version of Naruto that never managed to get Sasuke to come back to the village. Here he is at 50 years old still trying to track Orochimaru down and put an end to it, although he doesn't make it obvious that that's what his ultimate goal is. The entire point of his character is basically that he's a failure, he failed to save Orochimaru from darkness, he failed to prevent the untimely death of his greatest student, and he failed to win Tsuande's heart while he was still alive.
