For first-time offenders? No. Dogs aren't an apt comparison. I could see maybe the release conditions being that a parent or guardian have something similar to bond release conditions, where if the terms aren't followed the parent could be facing legal consequences. That said, it'd take a ton of legislation, possibly a constitutional amendment, and case law to do it.

      It really wasn't "the pandemic."
I will tell you what the real cause is but I've done so several times already on UA-cam and my comment always gets deleted.
It was the GF riots and the "d'f-nd" movement.
At the height of the riots people saw law enforcement abandoned, AND abandoning the citizens.
I stood in line 9 deep at a local sporting goods store to by my fist ever fi--arm. Everyone else there was doing the same.
I said to a couple people back then in 2020 that so many fi--arms were then being sold (actually months on end of record sales) that this could turn ugly in a couple years when all those fi--arms make their way to the street.
Sure enough, this is exactly what happened.
Basically, the "market" was FLOODED with hundreds of thousands of new gns.
Then de-policing began to take effect. That plus the new political move to "go easy" on all criminals in the name of "social justice" is another major factor.
Bottom line is that the GF "events" lead to millions more fi--arms in untrained and careless hands, and the d'fun d movement resulted in what you see today.

I hope I don't sound so callus but, The one reason I see with juvenile crimes as a Washingtonian; the problem I see is not just neglectful parenting but more than half of these kids don't have a father in the house because of the power of feminism. Most households are barren with guidance. Single mothers working 24-7 with 2 or 3 jobs and never home. Never knowing who or what kind of people their kids are being friends with, or what they do when they are not in school.
Also when my dad was a kid (He was raised in Seattle) there used to be a Boy's&Girls youthclub where he could get good friends and guidance, help with homework, hobbies etc. Sadly that dose not exist anymore. Now we have no care or discipline in coddling these kids. We are all like, "PUT THEM IN PRISON FOREVER!" or "PROSECUTE THE PARENTS!" That just makes them worse.

It’s not the parents, it’s not guns, and it’s not the pandemic - it’s the weak, liberal laws that are soft on crime. Kids are smart; the moment they heard about police being defunded and judges letting offenders back on the streets, they started committing crimes, knowing they could get away with it repeatedly. Reinstate the laws that were in place before the pandemic, and crime will drop! I’m tired of hearing from the same people who created this problem acting like they have the solution.

All of what they're saying on this clip can be agreed with. The parents of these juveniles and the juveniles themselves have not come to terms with the long term impact of their child. People will say oh they're juvenile record will disappear once they become an adult. Not if they commit a serious crime that is being described. The reason why many of these juveniles disappear is there a waiting transfer into the adult system. Once that happens their life is over. Don't tell them that because they won't listen.

It’s not about how easy it is for kids to get guns. It’s more about why the kids think it’s ok to use guns and to commit crimes. Why do they think it’s ok to do this? What kind of home life do they have? What kind of parents do they have? I was raised in a home that had unlocked fun cabinets. I shot my first pistol when I was 8. I shot my first deer when I was 13. I never once thought it was ok to use a gun on someone else, or to perform a crime. I had a loving and caring family that showed me what was right and what was wrong. Just taking guns away from law abiding citizens isn’t going to change what makes these kids perform crimes.

Anyways strategically the record labels producing this drill music have a much smaller lobby than the NRA and technically prolly just as much to blame as the guns in that; The drill music videos are a direct line into impressional youth who don't really have the benefit of growing up in the late 90's with ska/punk and other much lesser of the evils genres of music.
