Actually it was done for two reason; 1) the wheels they had on the bmw in most of the scenes were too thin to pull off them going flat without the wheel riding the rim instantly. 2) If you look closely when they are "reinflating" the whole car is actually being jacked up with hidden jacks to make it look like the tires are reinflating. It is a very impressive movie magic trick.

It has an electronic decryptor, a metal cutting laser, a grappling hook (so good it came back for NightFire), and a remote signal transfer program. It's a lot cooler than Craig's games going "it's a smartphone, of course it does stuff."

I remember in the cinema laughing my ass off at the absurdity followed by an enormous grin and an "aww yeah!" as the classic twangy guitar riff kicked in right then. It's this kind of tongue in cheek fun that is the embodiment of James bond, It's such a shame they missed the point in Die Another Day, that movie had so much promise.

The parking deck is not from the Atlantic hotel, but from a big department store with name "Saturn". The Atlantic Hotel lettering have probably conjured with the computer then. And the building of which the car drives through the wall is not the saturn building, but a clothing business name "Peek & Cloppenburg".
Technically the bond movie with the bike wasn't really a Albert Broccoli film, it was made by a different company. I think they all had their "signature" cars, Sean Connery had Aston Martin, Roger Moore had Lotus, Pierce Brosnan had BMW then had an Aston Martin in his last film.
What I love about these old Bond movies is that they can be chessy in a good way, like what are the chances that Bond jumps out from the garage with his car and lands it directly in a "AVIS" renting(for car renting) storeXD
