Because it is a big joke to them. That's how it works. They get elected and then govern with impunity. Even on the off chance that it goes to court; the worst case scenario is that they'll be ordered to create an oversight committee to review their own conduct and meeting procedures. But even then, they'll get to appoint the members of that committee. They'll essentially be told to police themselves.

I don't know the outcome of his saying he will file a lawsuit with the governor's office, but, having said that, good luck. Although this is a school board, school superintendents have lobbyists composed of former supers at the state and federal level. School boards and school admins are in lock step with state government, so you're fighting 'city hall' from the get-go.
It'll be up to the courts, no matter who they know.
The constitution needs to be taught again and prayers in the classroom.
