It's the same everywhere. It's usually a bunch of people who have never had ANY power or influence. And when they finally get on these boards, they become drunk with power, ego and arrogance.
City hall board members barely have any power at all. And these guys probably understood shutting down a hydro-fracking company that brings in millions a year, e.i. lots of taxes, helped the city's budget for building parks, improving schools, road maintenance among other things. I wouldn't say corrupt, just to lose a big company like that in a small community really hurts the cities budget in future years and the budget is really the only thing city halls have to make any changes at all. Or you could always vote on your next ballot to raise your own taxes, which did work in my city to build a waterpark. pros and cons, that's why people need to be informed before a decision. I would guess very few would vote to stop the hydro-fracking if they were given numbers on what it will do to the city budget in future years.
And all because people who elect them only pay attention periodically and when it hits their pocketbook or personal "well-being" and like the old bat says expect government to "take care" of them.

One issue is that no one really wants to hold these positions except for miserable assholes. They pay next to nothing and it's time-consuming to do a good job. Hence, many towns' boards don't do a good job.
I feel there is one thing you can always be sure of, that is if any proposal is made to a city/ town council that might line the back pockets of the council members it will be pushed through.

What most folks who attend these meetings need to learn before going in is which parliamentary procedure the governing body uses to conduct their business. The most common is Roberts Rules of Order. That way a member from the floor will have a better procedural response when they get the standard "your concern is not on the agenda today" statement from the executive panel...which was said many times in this meeting by the town council!! Whichever procedure they are supposed to follow, I promise you it provides way to have a citizen's voice heard, if said citizen knows the rules better than the council...more often than not the council members are just as ignorant to these rules as the citizens attending. An executive body just can't shut you down with responses like that. There is always a point of order or a motion requiring a second to move on to new business, etc etc!!!

From Town Councils to Sports Clubs I am always amazed at the number of meetings that fail to issue Minutes of Meetings. If the people they are supposed to represent are unhappy they are not being listened to they should insist that one member of the Board be nominated as the minute taker and those minutes signed off by the Chairman and issued to all participants and placed on a Town Website for those unable to attend to access and read. The minutes of the previous meeting should be read and agreed by all attendees at the next meeting and any amendments agreed and noted. If this procedure was rigorously followed, chaos such as this meeting would not occur. This Town Board are not doing their job and the town people are not holding them to account.
When in actual hot water, politicians tend to set the context into a general format and apply broad terms. "We're working on it" - general statement If they can be actually held 'responsible' and therefore 'accountable', they agree with the obviousness of the statement. "We get that." Where it catches them off guard is if you stick to topic as a general statement, make a specific response on what will be done, and lay out the point by point plan. Simple, tight? So why don't they follow the simplicity? This is how you can begin to see hidden agendas. Until you change what enables them to do what they do, with penalty installed, they will do as they please. Do you really need them to stand up and admit it? Unfortunately, they won't until you force enforcement. Frauds, fakes, deceivers - start with this. Why does everybody give these fools the benefit of any doubt??
I was apart of the city council where I live for awhile and nothing ever gets done. Things get discussed over and over and over, but rarely do things change. But I will say every resident who came in that had, say, a corner lot where road construction was on both sides, and since its billed according to curb length owned, they would be billed double any other house. If they did come in to contest it 100% of our rulings went to half the bill for them people and other people in similar situations. City hall is much better at handling smaller issues. Things like this that in my opinion the state legislative is really who should be concerned and enforcing laws based on health risks and dangers. I mean to be honest most of what we discussed in meetings had good intentions and was about bettering the community. However you only get a certain amount of funds and the budgets usually get in the way of any meaningful changes we could vote upon. p.s. Shutting down a hydro-fracking operation would mean this community would be hit hard on the next years budget since most of the budget is based on large business taxing. So they probably have a few more potholes and had to get rid of a few school teachers to compensate.

Nope, an agenda is an order of how a meeting is going to progress, and may or may not contain issues to be addressed. Action items go into the MINUTES of the meeting that is held in accordance with the agenda. Those action items are then put on subsequent agendas for follow-up.

People always talking about rights, BUT are those Rights actually applicable? Most people unknowingly but willingly trade rights for policy and procedures.
In every meeting I attended as a Union Official and those as a Pension Trustee every meeting had a list of items that were to be discussed if they could be identified. The final agenda item for discussion was 'Any Other Business', which could be discussed there and then or scheduled to be discussed as an agenda item at the next meeting. The minutes of the meeting were always expanded to show not only the agenda item but also the main talking points of all those participating and in general what the mood of the meeting was, highlighting any detailed comments by name if they were considered crucially relevant.

Nope, an agenda is an order of how a meeting is going to progress, and may or may not contain issues to be addressed. Action items go into the MINUTES of the meeting that is held in accordance with the agenda. Those action items are then put on subsequent agendas for follow-up.

*We have almost identical town and village councils where I live, But de huge and common difference in Ireland, is dat I would say 80-85% of de time in such meetings, is given up to allow all de residents to raise and take up issues with der local council. In every meeting I attended as a Union Official and those as a Pension Trustee every meeting had a list of items that were to be discussed if they could be identified. The final agenda item for discussion was 'Any Other Business', which could be discussed there and then or scheduled to be discussed as an agenda item at the next meeting. The minutes of the meeting were always expanded to show not only the agenda item but also the main talking points of all those participating and in general what the mood of the meeting was, highlighting any detailed comments by name if they were considered crucially relevant.
