One reason why people might hit a ship and move on the other locations before trying to sink it is to look for a pattern in the placement of the ships. If you get 3 hits early in the game then try and sink those to better develop find clues. Also it depends on you opponents experience. Placing asymmetrical really fools beginners but those with more experience tend to avoid the center. A lot of more experienced players will find ways to hide the 2 slot ship next to larger ships even if it's touching it because most player tend to space out ships once the large ship is sunk they stop firing around it.
I used to play this with my brother all the time and developed a better strategy. Searching, space the searches so that the largest ship can't fit in the gaps. Minimizes the search and usually hits a smaller one first as there are more. After the carrier is sunk, go smaller. I would place my ships in a clump so that they are all found first and they spend the rest of the game searching for that last little bitty ship in the big ocean of emptiness. Don't place them in the same locations for the same opponent and stay out of the corners and sometimes sides if your opponent has a pattern
