It Didn't fail. I loved every second and did every quest. Is this the only remedy game you've played? Hmm knowing about the SCP universe beforehand helps though and remedies style of weirdness.
Given that it's pretty much globally acclaimed, that ppl are just overhyped with the sequel, I feel you saying the game failed is a rather unique take. You complain about dodge, but really you missed their pattern, you're supposed to deplete their stamina shooting at then, then throw a huge block of concrete to their floating faces... Same with the shields, the tutorial makes it very clear it's more sensitive to throws than weapons. I agree the audio sync, and the facial animations or lack thereof, is a pain point of the game. As you said: tight budget. The service weapon is NOT just a gun, in fact it's not a gun at all. Previously it was Excalibur and a long list of legendary weapons through history. That could have been more than a quick note, sure. It's an semi sentient interdimensional object that adapts to its wielder. That's why you use it against those beings.
If you compare it to other linear TPSs it's not top tear, i mean re, dead space, gears.. However, as a solid AA its innovative and setting is truly unique
Anyone who says Control has no story I just figure is illiterate or lazy. Just about everyone, including the building for the FBC's backstory is intricately explained if you read at least half of the documents you find. As for the gameplay being bad, watch a video of someone speedrunning the hardest Jukebox level.
Story extents gameplay. Imagine how many people would replay Super Mario Bro(1985) all over again if we get to see the princess in the first run. Story makes repetitiveness bearable. I played MGS3 for who knows how many times because of the story, characters, also a little change in each playthrough led to new and hidden contents. Control's story is next to be none, only loosely plots, and they almost have nothing to do with Jesse. I played the game for 8 hours and I don't feel connect to any of the characters. And to be honest, the gameplay is nothing but shooting the bad guys separates by weak puzzles, so that was it for me.

The purpose of Lores or backstories is to explain how and why the story/present comes to be. Controls doesn't lack lores, it lacks story

Furthermore the implications of ineffable forces being present throughout the story of Alan wake, control, and Alan Wake 2 ( you could even squeeze Quantum break in there if you really want) Even the main protagonists of all of these games stay consistently confused with the forces that they're dealing with and never once do they have a full understanding of what's going on. I understand the idea of something being incomprehensible isn't a writing aspect that most people like and in fact is probably why so many people shy away from traditional lovecraftian style stories. However, that doesn't mean that story and lore aren't both present and important. I will agree that the writing for certain characters could have been dealt with slightly better. Though, in the end that they're all just clueless individuals trying to navigate their way through the incomprehensible paranatural world around them

Failure or not, it's one of my favorites. I've completed it 4 times, and I love the lore and gameplay.
