you need to fix the aspect ratio. you have it at 1080 in your capture. it should be 4:3. Its an easy fix in OBS if you just hold shift and click and drag

Alternatively, an AV to HDMi converter into a USB HDMI capture card yields better quality results at 60FPS (and I wanna try this setup with an S-Video to HDMI converter next).

You know you can use a DV to FireWire, FireWire to Thunderbolt 2, and then Thunderbolt 2 to Thunderbolt 3, right?

That is a Digital8 Camcorder, not a Hi8 Camcorder

It uses 8mm TAPE, 8mm film will not work in that camera. Get your facts straight!!
