I don't think that's how it works. I think the gun is also meant to colorblind enemies for a few seconds making them confused Wich team is the enemy team. (I found this thing from tf2Classic)
The music in background is introduction sound from tf2, when you enter a map where you never been before, it shows a little animation with all things you have to do to win this map and this music plays, it actualy has place in OST tho but i dont remember name :/

I think on headshot it should full stun, and only have a one shot magazine
Make the reload speed 70% faster

You cant this weapon is on the first Team Fortress 2 like the beta i think
this gun should knock out enemies and give them 25 sec to wake up.
25 seconds feels like 5 rounds
