If someone has a pulse but isn't breathing you need to start giving chest compressions ASAP. EMT Advanced here. If the PT has no breathing/unresponsive but HAS a pulse you will NOT be doing CPR. If that was the case you would begin artificial respirations for the patient to maintain oxygen levels. Now it it was no pulse, YES absolutely perform CPR at a rate of 100-120 beats per minute or at a ratio of 30/2 compressions/ventilations per minute with 6-5cm of chest compression depth and allow for full chest recoil. Even if this suspect had a thready weak pulse (most likely decompensated hypovolemic shock) you wouldn't perform CPR. You would try to stop the bleed if possible, give fluids for a target of 90 MAP roughly( to prevent hemodilution), monitor vitals and cardiac rhythm, and then provide rapid transport.
ALSO: This is just a tv show so anything can happen and be deemed appropriate if it fits the narrative. lol
and no this is not a definitive guide and there are additional factors that can modify the patient care matrix. I'm just giving some BASIC context because I see a lot of people asking for explanation on here :)

Someone could’ve stayed with him and they could’ve sought a warrant to detain the man in custody as a material witness and flight/n- show risk. No charges, just aren’t free to leave. I don’t like that either but we are talking about catching a dude on a shooting spree and homeboy just had the suspect’s wounded as in his home.

This is fair, and the correct procedure despitr what the suspect did and its a disconnect that normal people get the luxury of having.
His partner on thr other hand isn't normal. In the show he's a veteran who became a cop, which means he's seen his fair share of dead friends and dead enemies. That moment I saw more the soldier in him simply thinking "let him rot".
We military become a different breed and that disconnect needed for this moment gets harder for those who've seen combat. Something I'm grateful I still have.

These cops do not know how to do their job properly. Identifying the suspect and saying it out loud infront of the victim family. Doing cpr on a person who is alive and got an open wound near to the heart. They don't operate like they should, discreet, confident about something and taking in the guy who gave them most of the info. This is a great example of why people who knows things do not collaborate with the police because once the cops got all the info, they bust them in for any stupid reasons that they can let go.
