Playing Oblivion with no real leveling trick, just using the All +5 Attributes Modifier that allows you to add +5 to any Attribute that you have levelled a skill for.

Does the creature in Oblivion have some resistance to spell damage or can you use Fireball on them without any minus effect?

I cannot remember if there are any enemies in Oblivion that are spell resistant. I do know that Zombies seem to have some vulnerability to fire.
So far in my testing and this play through I have not come across any enemies that seemed to be very hard to kill with magic
