Smh, no one is getting this joke. Heavy water is water which contains Deuterium instead of regular hydrogen. It has allot of really cool properties, for example if you freeze it, it will sink if put in tap water, and will never melt if the water you put it in is cold enough (like 4 degrees or so) also, its lethal.

I dont think what you said would make USEFUL sense stoichiometrically... Saying it's 2 parts hydrogen, 1 part Oxygen is perfectly fine. If it was completely pure the percent composition would be approximately 66% Hydrogen, 33% Oxygen. Mass has nothing to do with it's make up and percent composition or atomic ratios.
Oh, you're bringing philosophy into this now. Okay. What if water didn't have those two lone pairs of electrons to give it bent molecular geometry? It would no longer be the "universal solvent", and the human race would cease to exist. Cleaning dishes? Nope. Regulating body temperature? Don't even think about it.
