Is it possible to install the OEM sport bar with a bed cover? I have been told that this is not possible.

Unfortunately you can not. The brackets for the sport bar wrap down into the bed, and that's where the cover has to install. Even if you redesigned the brackets, the cover would not be able to fold all the way forward because of how the sport bar pitches inward as it goes to the top of the cab.
