Seedot's encounter rate in emerald is way lower than Ralts, so low that after trying to encounter it for about an hour and not finding it i had to use cheat codes to make one to appear.
FYI, Pokemon Emerald had a chance for you to get latios, i encountered him when walking in a grass, but idk if there is a requirement for you to meet him or it was a very rare moment

You can encounter either latias or latios. It depends on what color you chose at the TV when you beat the elite 4 and the champion.
