If you consider the items you obtain as a card, then this is a deck building game. Every single item (which you get from a drawn card) is important to what you can do. At first it's the stats, but later on it's the item effects.

Equipping items is not deckbuilding. Every RPG I can think of has item equipping as a main feature. But the items don’t shuffle through a hand, or only become available sparingly. No deck building in this game.
