Painting over a texture is something that you would definitely have to experiment with. The feedback I have received about adding a grit to the paint was that it was too aggressive. You could use a grit in the primer and then topcoat. Again a person would have to paint samples. The wood track I occasionally visit is a smooth surface that they apply a grip agent to. Foam tires only on that track.
We used to use that for all routed tracks in our race group but in the past five years or so each track owner has moved to what Travis is using. Partly because of that scratching cars but also gives as good grip or better.
I would think spraying would be easier, faster and cheaper. Automotive finishes tend to be more durable, but more expensive. Purchased correctly the price of the paint can be similar. Spraying will require less paint, and a $15 paint gun would work fine. Cheaper than all the roller supplies.

Maybe add barriers before braid, it’ll save the temptation of testing the track and enthusiastically throwing cars on the ground in the process.
