I briefly lived in Norfolk a while back and I was throwing a couch away. The only day I could get help was the day before trash day so we put the sofa on the curb and sure enough the city drove by and photographed it. They sent me a bill for $40 needless to say I never paid that.
So, what's the problem? Get some hazmat workers to do it, if normal means can't be used, what the heck are they doing, leaving innocent children to breathe nearby ? Call the fire Department and find out what office is tasked with hazmat, for goodness sakes!
How can they leave that furniture soaked in body fluids on the street? That’s totally insane and a public health hazard! It says a lot about Norfolk’s city services….
Sure, a hazmat team has to come in to remove the furniture. Why do the police think it’s okay to leave the furniture sitting in the neighborhood where kids play and people walk their pets. Isn’t that a health hazard to the residents of that community?
So sad to hear that two people, that no one noticed to check on your neighbor!!!

Looks like you were right. Police just found a dead body next to my Apt on 19th Bay St. There will probably be a news story on it soon.
