    The cold hard fact is every highway patrol officer is expected to write 100 tickets a month. Just because the politicians and senior police don't want to refer to them as "quotas", is political semantics.
    "According to the Oxford Advanced Learner's Dictionary, a quota is a limited number or amount of people or things that is officially allowed. It can also mean an amount that someone needs or expects to have or achieve.
    According to the Oxford Learner's Dictionaries, a KPI, or key performance indicator, is a measure used to evaluate how well an organization, employee, or other entity is meeting its objectives."
    Semantics.

    • @HunterValleyDan
      @HunterValleyDan 4 місяці тому

      @@Rainmain667 Sure. The Highway Patrol Unit used to be attached to a patrol/district/command, along with GD's, detectives, parking patrol. admin & GSO's.Where they all serviced the local community. That started to change c.1996. The HWP Command has been an independent entity since about 2006. Meaning they 'might' be based at a local station, however they can be/are tasked anywhere in the state. Even though they are still considered as operational police, and technically 1st responders, their core duties since then are traffic laws/regs enforcement. That's it. As such, they are regarded as a specialist unit.
      Meaning, all they are meant to do is drive around looking for tickets to write. Did you read the definitions of quota and KPI's? To add to that, a considerable amount of hours are provided in the form of RMS Enhanced Funding. The State Government Department responsible for transport, registrations, licensing etc... funds the HWP Command to do additional traffic enforcement duties.
      So how likely or probable is it, do you think, that the HWP Command as a 'specialist unit', whose core function is to enforce traffic law, isn't going to have as it's main KPI, the issuing of a buttload of revenue raising infringement notices.
      From those numerous conversations, I am reliably informed that the expectation on a normal roster is ten (10) tickets per shift. As they work mostly 12 hour shifts (not counting overtime), it averages out to about ten shifts per month. Also not counting overtime, or RMS funded shifts. 10 x 10 = 100 per month.
      If you average each stop/ticket takes about 15min per stop (taking into consideration any checks, writing the ticket and bitching drivers), that's 150 minutes out of a 720 minute shift. Every HWP officer I've spoken to has indicated this isn't that fucking hard.
      Just driving around, how many offences do you commit? Or how many fuckwits do you see on the road every day.
      I'd be surprised if the KPI's were still only 100/month.

    • @Rainmain667
      @Rainmain667 4 місяці тому

      @HunterValleyDan have you ever used a mobi pol to give a ticket? That shit takes 15 minutes on its own once you are done fighting with trying to use its shitty interface to put the location in.
      Again, HWP have other duties these days in most of their offices. They have taken back responsibility for crashes and for anything that requires long stints (eg traffic control).
      You are correct that 10 tickets isn't hard to get and if you don't get a reasonable amount of tickets each 6 weeks (not monthly) that questions will be asked.
      But that is just, as outlined many times in this thread and others on this video, ensuring police actually do what is expected of them..

    I worked in the mining industry in WA's Pilbara. I was driving from one site to another through the town of Roebourne at around midnight in a company 'mine spec'd' Land Cruiser with the company's logo plastered all over it when a cop went by the other way. He turned around and followed me for a short distance and stopped me for a 'random' breath test. In my job, the alcohol limit isn't 0.05, it's ZERO and blowing 0.01 will have you on the first plane out of there and out of one of the highest paying jobs there is and the cops know that. So, why stop a driver who you know for a fact will blow zero for a breath test? Either they were bored out of their brain or there is a quota. Maybe not a hard and fast number but when they go back to the station they can tell their sargent they did X breath tests. Also, stopping drivers who they know will blow zero is a really easy way of getting that number up without having to do any actual work like arresting and processing the person. If I'm being cynical and there's another reason they'd stop a mine worker in a company car, please tell me what it might be.

    • @aussie.prepper
      @aussie.prepper  4 місяці тому +2

      They were conducting RBT, which is part of their job, the entire premise of RBT is to stop any random vehicle and breath test the driver, if they only stopped cars that were likely to be over the limit then that would be targeted breath testing. By the same token if they just worked a 12 hour shift they would have to show that they did something, much like yourself and any other person with a job would have to show that they did some sort of work during their work day. Quotas make no sense, imagine the cop working in a town of 100 people having to issue 100 tickets every month compared to a cop working in a busy capital city station, the country cop would have to somehow book every person in town every month 🤣🤣

    Actually police do have performance targets that they are "Encouraged" to meet. Consistently meeting these targets makes it easier for an officer to rise through rank or transfer to areas more to their liking. Failure to meet these targets regularly as you can imagine makes life less prosperous for the officer concerned. So while there is no target set in policy or legislation there is an unspoken requirement and deep seeded culture for officers to perform and target easier crimes like traffic violations and other minor infringements for instance... Point is while there is no target set in law there are still targets set within each department.

    I have a couple of questions regarding my rights when asking if I’m being detained and why by a police member? (Vicpol specifically)
    When asked do the police have to answer your question about whether you’re being detained? If not, why not? Will you be arrested if attempt to leave if they’re refusing to answer?

      Technically.....other than when under the road act. You are required to give your name and address only if the police can articulate reasonable suspicion of a crime.
      Under the road act (driving a vehical) you must give name and address on request regardless.
      Under all circumstances asside from name address you should NEVER talk to cops. A polite reponce to cops is "officer I'm not discussing my day" then STFU.
      And Under no circumstances ever consent to a cop searching your person, home, bags or car. No warrant no search.

    I remember in back in the days you used to get a fine for jaywalking. Especially when there is a pedestrian crossing or traffic lights and you don't use them and the cops caught catch you jaywalking. I remember when you never wore your helmet you gotta find as well on your push bike or you got a warning. Well I remember the cars back in the days in the 80s and the 90s getting defected for having tail lights out headlights out so their car looks like a motorbike. Why are they doing that anymore? I see so many cars with no indicating lights working no headlights working so they look like motorbikes brake lights don't work. People not even using proper possession crossings or traffic lights you know. Why are they allowed a don't get into trouble for now in the 2020. Specially the cars with their the headlights are out globes blown dangerous and the brake lights don't work because the globes blown. Look after your cars when you drive them you would notice that are lights out.

It's the worst case scenario of why quotas are bad. They were comparing revenue from station to station and making sure the others catch up. as in anything, it's not what you know but who. in saying that, there are key milestones needed to progress ranks that are not widely talked about, and one of those is the number of fines and arrests made. as for the disappearing ticket, these don't actually disappear, they are converted to official warnings, and warnings unlike fines are removed from your driving record in 12 months not the three or five years for fines. as for the unroadworthy police vehicles, you can record and then send in that information and report that vehicle, if it is found true, those officers are often quietly reprimanded (reminded of their responsibilities behind closed doors) and sent out again in a different vehicle. unlike a civilian, no fines are issued against the driver. you can also do this with other diving offences, however having clear video footage does help. it is also a good idea to publicly release that footage to wider media for actual police action against their own in such matters.

    • @aussie.prepper
      @aussie.prepper  4 місяці тому +3

      You're creating more urban legends, fines can not get converted to warnings once they are issued, it's an impossibility, they are there FOR EVER, they never disappear ever as long as you live. Just because you got your points back does not mean the fines have disappeared from your record. Any fines you have ever received from day one of getting your license are on your record and can be looked up at any time.
