I was ATC in Asia. Singapore pilots speak perfect English. But we had many problems with Aussie pilots. We had to get an interpreter in the control tower to translate their English to our English.
Just one piece of advice from a non-native speaker: if you see or suspect the person might not understand you, speak SLOWER, with PAUSES and EMPHASIZE words, not just raise your voice and repeat the same rapid gobbledygook over and over again. This doesn't really help! Think about it: we non-English speaking "outliers" went so far as to learn your language (if you think it's easy try French or Spanish, I'm not even speaking about frigging Chinese), so please be patient and talk down a bit to us foreigners. With that said, you would probably expect decent English from such a mission critical specialty as pilots. Now, proceed to make fun of the poor fella.
English is the standard language for air traffic control all over the world, even in countries that don't speak English. So it's completely appropriate for the air traffic controller to speak fast English to this pilot and expect him to understand. It's a job requirement for the pilot. The English needed for air traffic control is a very small subset of the English language. If this pilot can't understand and speak that small piece of the English language then he's creating a hazard and should be fired. The air traffic controller told him to stop short of a runway, and the pilot thought he was told to stop short of a different runway (3 or 4 times). If a plane were landing on the runway he was incorrectly crossing, hundreds of people can die. This is why the air traffic controller reacted this way. He was very aware of the danger this pilot's English skills were causing and had to get the pilot's attention before he acted on his wrong understanding of the instructions. For the record, I'm mostly fluent in Spanish also. But I struggle with understanding people sometimes, missing details along the way. But I would never put myself in a situation where people's lives depended on my Spanish. And my Spanish is far better than this pilot's English.

They don't have time to stop and explain English to someone who should already speak English. The controller was making it clear to everyone that the problem was the pilot's English. If you embarrass the pilot like that, then maybe they will realize they need to work on their English. Yes, speaking another language is hard, but being an international pilot you're expected to know the English well (it's literally required). The pilot has 500 people's lives in his hands so communication is pretty damn important. I can understand ATCs frustration.
The ATC did not use the ICAO standard phraseology, a better way for the ATC to communicate is to speak slowly and use the standard phraseology e.g “Air China 981, confirm cleared to the ramp? “ What most non-ATC people don’t understand that ICAO English and normal English is slightly different. And it seems that it’s mostly Americans, who tend to not use the standard phraseology and can be very risky in HF frequency in MWARA (outside VHF and Radar coverage for my ACC). Misunderstandings do happen a lot in HF, even more so when you don’t follow the standards.

All pilots are required to speak and understand English. (Not entirely fluent though) These pilots should not be qualified as they failed to meet the criteria. They could actually cause serious problems if they mishear a command.

All pilots are required to speak and understand English. (Not entirely fluent though) These pilots should not be qualified as they failed to meet the criteria. They could actually cause serious problems if they mishear a command.

a controller friend of mine told me that this is a common problem for them. she told me that some pilots can speak english but there accents are too heavy to understand so she asks them to repeat slowly.
