For the right person, they would argue (without being a "Karen") that the written, signposted rule is THE rule; the officials could then not be understanding the rule (which happens a lot). The sign should get it right in the first place to avoid any confusion. But, going by these videos, no one at this boat ramp appears to really get things right, including the commentator.
