ATF and acetone 50/50 had the best luck with that in the cylinders.

Diesel in the cylinders, Marvel Mystery Oil in the cylinders are two that I've used on stuck engines! Also, once you get it unseized, get two oil filters, fill the crankcase with oil minus two quarts, add two quarts of diesel fuel to the crankcase oil. Once you get it running let it idle for about 5 minutes with the diesel/oil combo, then shut down and drain, changing the oil and filter, again. You will see how much crud gets cleaned out of the engine with the oil/diesel mixture!!!

The bearings are probably rusted solid to the crank you are more than likely looking at a rebuild

Pull the plugs and spray kroil penetrate in each cylinder

If I had to guess given how long the tractor has been sitting Im sure your cylinder bores are now well corroded and pitted and I imagine the pistons are hurt too or rusted to the bores. Yeah it might be salvagable maybe but man o man

Did you make sure it was out of gear before you tried to rotate it it's not going to rotate if it's in gear

Try keeping heat on the block!
And oil in the engine.
