A livello di stato l'Italia come stato italiano è vero non esisteva all'epoca, ma l'Italia come territorio esisteva già da prima dei romani (sopratutto durante la Magna Grecia). Il territorio e la popolazione italica (chi nasce in Italia, che viene dall'italia e che abita in territorio) esistevano nell'epoca romana perché i romani erano la popolazione italica (che poi si espansero e crearono un'impero ok) tutto ebbe inizio in Italia conquistarono da prima l'Italia intera, tutte le città conosciute oggi in Italia erano battezzate con nomi latini (fecero la stessa cosa con altre città nelle provincie dell'impero più tardi) ma ad abitare tutta l'Italia furono gli antichi romani perché la conquistarono tutta. Gli italiani geneticamente parlando sono i diretti discendenti degli antichi romani magari non dei primi che hanno abitato nell'impero romano o nella repubblica di Roma però si, gli italiani sono i diretti discendenti degli antichi romani.

A livello genetico gli italiani sono i discendenti di diverse antiche popolazioni italiche (coloro che abitavano l'Italia antica) ma sono anche i diretti discendenti degli antichi romani /cittadini romani (dato che la cittadinanza romana valeva solo per coloro che vivevano nella penisola italica.). Con loro noi abbiamo a che fare culturalmente, geograficamente/territorialmente, burocraticamente, politicamente e geneticamente.
