For the 3rd class swim qual, it doesn't matter much. The point of the higher level quals is that you're not just getting there, but actually getting there efficiently and safely. It's no longer anything goes, because you have actual missions you need to do in the water over an extended period of time. If you're not able to perform strokes efficiently and correctly, you'll tire yourself out and be a liability instead of an asset.

Not for 2nd class. 3rd class you can get away with back stroke.
Can you wear swimming goggles during the test?
No
