the MX Master 3S can be paired to Mac and Windows, both versions. Only difference is that the Mac version doesn't include the USB-Dongle, because modern MacBooks don't have USB-A ports and the charging cable is USB-C to USB-C instead of USB-A to C. It just works like any other Bluetooth mouse on PC. Latency is a little worse than it is with the dongle.

If you get a thunderbolt connection to a monitor, usually the monitors have a bunch of USB ports too. And they charge your laptop. I'm all about one cable connections.
Adding an iPad mount (if you have an iPad) wouldn't be a terrible idea either. Making use of SideCar or extending your display comes in very very handy for just about any task honestly. I like to use my iPad to extend my MBP display whenever I'm traveling and doing schoolwork, programming, etc that "requires" two screens. Hey thanks! Thunderbolt is just another name for the USBC port on your laptop. Not all USBC's are thunderbolt, but all thunderbolt's are USBC. The name is just a way to differentiate between high bandwidth (thunderbolt) vs lower bandwidth (regular usbc) ports. Your 2021 MacBook Pro is equipped with thunderbolt 4, so yes, you have thunderbolt ports! A portable charger would definitely work to charge via these ports with a usbc to usbc cable, Anker is another brand that offers a ton of different options if you're looking for something smaller/bigger/cheaper/etc. As for Time Machine, I haven't used it yet so I'm not quite sure how it works, personally I use a really bulky 8TB hard drive that sits in my office to dump all my old files on.
