For those out of the loop, it's a reference to his piece 4'33, a piece where the performer does absolutely nothing for exactly four minutes and 33 seconds.

To me it sounds like 9/8 divided into smaller groupings: (2+2+2+3). The fourth bar is then counted normally: (3+3+3).
